On 3 August 2023 the Planning Committee considered planning applications. It granted application 22/02901/FUL for a mixed-use building at 51-65 Cowbridge Road East and 2-8 Lower Cathedral Road, Riverside, subject to entering a binding Section 106 agreement (a legal agreement that binds the developer to agreed obligations) and three changes to the report and conditions. It also noted decisions made under delegated powers between 24 June and 21 July 2023.
A call-in lets councillors review a decision before it takes effect. The Committee chose to consider the call-in rather than refer it to Full Council, and most members did not refer the decision back. It agreed that the Chairperson would send the Director a set of suggestions on lessons to learn and the way forward.
This was a meeting of Cardiff Council on 20 July 2023. The published minutes record only apologies for absence, from Councillors Brown-Reckless, Goodway and Wong. No substantive decisions are recorded in the material provided.
Members raised concerns about the health effects of long hospital stays and about funding, and agreed that the Chairperson will write to the Cabinet Member with the Committee's observations.
Cabinet met on 13 July 2023 and considered twelve reports. Its main decisions included approving the 2022/23 Annual Well-being Report for referral to full Council, approving the procurement of a new recycling fleet estimated at £9.7 million, and agreeing to transfer St David's Hall to Academy Music Group on a 45-year lease. It also agreed the approach to the 2024/25 budget, which faces an indicative gap of £36.7 million, and approved a draft Participation Strategy for public consultation.
On 12 July 2023 the Policy Review and Performance Scrutiny Committee examined four reports before they go to Cabinet: the Annual Well-being Report 2022/23, the 2024/25 budget and Medium-Term Financial Plan, the Cardiff Works and agency staffing proposal, and the Annual Property Plan 2023/24. For each report, the committee raised questions and observations and agreed that the Chairperson would write to the Cabinet Member with them. The minutes record no decision by Cabinet.
At its meeting on 11 July 2023 the Economy & Culture Scrutiny Committee examined three reports before Cabinet decides, known as pre-decision scrutiny: the proposed transfer of St David's Hall to AMG, the Atlantic Wharf masterplan and Indoor Arena, and an update on the ISV development. For each of these the Committee agreed that the Chairperson would write to the Cabinet Member with its observations, but the minutes do not record those observations. The Committee also agreed that the Museum of Cardiff task group report go to Cabinet, and it approved its work programme.
The third adds a single storey building at Meadowbank Special School in Llandaff North to take more pupils. Councillor Garry Hunt declared a personal and prejudicial interest in the first two and left the meeting during the first.
The report proposes buying 41 vehicles in phases over three years, at an estimated £9.7 million, for Cabinet to consider on 13 July 2023. The Committee made no decision on the purchase itself; it resolved to write to the Cabinet Member with its comments.
The meeting heard a briefing from the Cardiff Influencers group on the School Organisation Planning Strategy, an update on Covid-19 recovery in schools, a briefing from the Virtual Headteacher, and a report from the Task & Finish Group on proposals for Additional Learning Needs (ALN). On each item, the Committee agreed that the Chair will write to the Cabinet Member setting out the Committee's observations. The minutes record no other formal decisions.
Cardiff Council met on 29 June 2023. Councillors agreed the Welsh Language Standards Annual Report 2022-23, noted three annual reports, and approved an amendment to the Members' Code of Conduct on mandatory training.
