The report proposes transferring the hall to AMG on a 45-year lease. The Committee supported a working group on planning and conservation issues and agreed that the Chairperson will send its observations to the Cabinet Member. Some Members wanted a national funding solution and asked for their minority view to be recorded.
It agreed to start the statutory process for changes to primary schools in Cathays and nearby areas from September 2025, subject to a governing body's agreement, and approved the procurement of spot hire vehicles, liquid fuels and insurance.
The Committee also noted the applications decided under delegated powers, which let officers decide without a committee vote.
On 18 October 2023 the Policy Review and Performance Scrutiny Committee considered the Council's C2C customer service and its digital channels, including Bobi, the Council's chatbot, and the 2022/23 Annual Complaints Report. It also noted the terms of reference for a joint scrutiny inquiry into the Replacement Local Development Plan. The Committee agreed that the Chairperson will write to the Cabinet Member with its observations on the customer service and complaints items.

The committee scrutinised two school proposals before Cabinet decides on them: primary school places for Cathays and nearby areas, where Option 1 is preferred, and the Band B redevelopment of Fairwater Campus. It asked the Chair to write to the Cabinet Member with its comments on both, and agreed its work programme. Pre-decision scrutiny means councillors examine a proposal before the decision is taken.

It asked Cardiff Council to lift the 20 mph default speed limit on roads that had a 30 mph limit before 2022. A Liberal Democrat amendment, which would have asked for a review first, was defeated by 9 votes to 51, and the motion itself was then defeated by 11 votes to 47.

Two councillors with prejudicial interests left the room for that item. The committee deferred one item decided under delegated powers until its next meeting.
Cabinet met on 21 September 2023 and considered nine substantive items. It approved the Shared Prosperity Fund programme, the redevelopment of Cardiff Market, the conclusion of the Channel View developer tender, a new direct payment rate of £16.86 per hour, and the approach to reviewing the Local List of buildings. It noted a projected overspend of £6.457 million at Month 4.
The committee considered interim senior management cover, including for the Monitoring Officer role, and the month 4 budget monitoring report for 2023/24. It agreed that the Chairperson would write to the Cabinet Member with its observations on both items. It also agreed an outline work programme for 2023/24, with a possible task and finish group on staff recruitment and retention from January 2024.
The Economy & Culture Scrutiny Committee held pre-decision scrutiny of two reports due before Cabinet on 21 September 2023: the Shared Prosperity Fund and the Cardiff Market restoration. The minutes record no decisions by Cabinet; the Committee agreed to write to the Cabinet Member with its observations on each item and agreed a view on the regional committee's terms of reference.
The meeting on 18 September 2023 considered the procurement of a developer partner for the Channel View regeneration project, the draft Local Authority Social Services Annual Report 2022/23, and the Committee's work programme. The Committee made no formal decision beyond agreeing that the Chairperson would write to the relevant Cabinet Member with the Committee's observations. Pre-decision scrutiny means the Committee examines a report before the Cabinet takes its decision.
