Cabinet considered eight substantive items at its meeting on 22 June 2023, according to the published minute. It recommended that Council approve the Welsh Language Standards annual report and the Replacement Local Development Plan preferred strategy for consultation, and that Council note the Corporate Parenting annual report. It also noted the 2022/23 outturn.
On 20 June 2023 the Policy Review and Performance Scrutiny Committee examined two items. It held pre-decision scrutiny, a check by councillors before Cabinet decides, on the Core Office Strategy's Outline Business Case, which Cabinet considers on 22 June. It also received a briefing on the challenges facing the in-house Legal Service. The minutes record no decision on either strategy or service.
Members asked questions and made observations, and the Chairperson agreed to write to the Cabinet Member with them. The committee also agreed terms of reference for a Museum of Cardiff inquiry and was content with the Scrutiny Annual Report 2022/23.
The Committee considered the Planning, Transport and Environment Directorate Delivery Plan and the draft Preferred Strategy for the replacement Local Development Plan before Cabinet considers it on 22 June 2023. It also approved the Scrutiny Annual Report 2022/23 for Council on 29 June 2023. The Committee agreed to extend the plan's consultation to 10 weeks, and the Chairperson will write to the Cabinet Member with its comments on the delivery plan and the draft strategy.
On 13 June 2023 the Children and Young People Scrutiny Committee reviewed the Youth Justice Service and the performance of Children's Services in the last quarter of 2022-23. It also approved a draft Scrutiny Annual Report for 2022-23. On the first two items the committee asked its Chair to write to the Cabinet Member for Children's Social Services with its comments.
Councillor Robson left the meeting for this item because of a prejudicial interest. The committee also agreed to approve a legal order to divert public footpath St Fagans 21.
The committee scrutinised key documents on the proposed transfer of St David's Hall, including a Voluntary Ex-Ante Transparency Notice (VEAT). A VEAT is a public notice that a contract is planned without a full competition, which lets others challenge it. Members questioned officers on the lack of bids, the classical music programme, community events and the lease. The committee agreed that the Chairperson would write to the Cabinet Member with its observations.
It agreed the size and terms of reference of its committees for 2023-24, appointed committee chairs and scrutiny chairs, and appointed an Independent Member to the Governance and Audit Committee. It also noted the independent pay rules for councillors and delegated updates to the Monitoring Officer, and considered its Cabinet and meeting programme.
Cabinet met on 18 May 2023 and considered five substantive reports. It agreed in principle to re-procure a South East Wales construction framework and to set up an interest-free loan scheme for fire safety work on tall buildings. It approved a strategy on violence against women, domestic abuse and sexual violence for 2023 to 2028, raised the value of passenger transport contracts that can be allocated through a procurement system to £138.8 million, and approved £2 million to limit deterioration of carriageways.
Cancelled
Members raised points on staff wellbeing, pay, privacy, accessibility and data security. For all three items, the Committee agreed that the Chairperson will write to the Cabinet Member with its observations.
Members questioned councillors and officers on the budget, the Colum Road Assessment Centre, the Virtual Headteacher role and advocacy support. The committee agreed that its Chairperson should write to the Chair of the Corporate Parenting Advisory Committee and the Cabinet Member with its comments.
Members asked for changes, including clearer funding details and a review of past strategies. They also questioned the Adult Services and Housing & Communities performance figures for the final quarter of 2022/23 and asked for hospital discharge data ahead of a detailed review. In both cases the Chairperson will write to the Cabinet Member with the Committee's views.
The Environmental Scrutiny Committee considered a draft Highways Asset Management Plan, which sets out long-term spending on roads and pavements, and a proposed passenger transport procurement framework covering school transport. The Committee agreed to write to the Cabinet Member with its comments on both items. The minutes record no decision on either plan itself, and the Committee noted an update on its past recommendations.
Cardiff Council met on 27 April 2023 to consider a Notice of Motion about a possible congestion charge, which is a fee for driving in busy parts of the city. Councillors rejected an amendment that would have required a referendum, and the Council carried a different motion as amended. The amended motion supports the Cabinet's early steps to consult residents on a Road User Payment scheme and asks for the matter to return to Council later.
Cabinet considered two transport items. It agreed to make the Castle Street trial scheme, which leaves the street open to all traffic, permanent, subject to Welsh Government funding, after modelling showed the legal air quality limit would be met. It also gave in-principle approval to a Road User Payment scheme, subject to consultation, an equality impact assessment and a full business case.
It considered year one progress on the Physical Activity and Sport Strategy, monitored the leisure centre contract with GLL, and reviewed progress on recommendations from an earlier inquiry into community sport. For each of the three items the Committee agreed that its Chairperson would write to the Cabinet Member with its observations.
