On each item the Committee agreed that its Chairperson will write with the Committee's views, and no formal decision on the policy or the report was recorded.
On 12 November 2024 the Children and Young People Scrutiny Committee considered two items. It received a briefing on the council's accommodation strategy for children in care, including plans to move to not-for-profit care homes and fostering, and it reviewed Cardiff's response to a national review of school improvement. On both items the Committee resolved that the Chair should write to the Cabinet Member with its comments, and both proposals go to Cabinet on 21 November.
The Planning Committee considered planning applications on 7 November 2024. It granted two major Cardiff schemes subject to Section 106 agreements, granted one school application, and deferred three applications so councillors could visit the sites.
The joint meeting of the Economy & Culture and Environmental Scrutiny Committees on 30 October 2024 carried out a policy review of the Roath Recreation Ground Active Travel Scheme, a cycle and walking route through the park. A motion to defer the item to a later meeting was not carried. The Committee agreed that the Chair should write to the Cabinet Member with its observations, and asked officers to look at several points, including deferring the right-turn bans.
Cabinet met on 24 October 2024 to consider the Core Office Strategy, a plan for new council offices. It approved the Full Business Case in principle, subject to final costs being confirmed at a later meeting, and approved the appointment of a 'Successful Bidder' to deliver the new offices. Parts of two appendices are withheld from publication because they contain exempt information.
Cardiff Council met on 24 October 2024. Councillors endorsed the 8th Cardiff Local Development Plan Annual Monitoring Report for submission to the Welsh Government, approved the Local Authority Social Services Annual Report for 2023/24, and noted the Standards & Ethics Annual Report. A motion on the Israel-Gaza conflict was deferred to the November meeting.
The committee carried out pre-decision scrutiny of the Core Office Full Business Case, the plan for the council's new main office building. Members questioned carbon impacts, costs, the procurement process, workspace design and regeneration. The committee agreed that the Chairperson will write to the Cabinet Member with its observations and recommendations.
Cabinet met on 17 October 2024 to consider nine reports, including the Shared Prosperity Fund, budget monitoring and the Atlantic Wharf regeneration. Main decisions: Cabinet approved a build contract for a new car park at Atlantic Wharf and pre-contract design costs, approved a £1.63 million loan for a heritage building project in central Cardiff, and agreed how to finish Fairwater Community Campus after its main contractor, ISG Construction Ltd, went into administration.
The Planning Committee met on 17 October 2024 and granted one planning application: an energy park and data centre on land at Rover Way, Splott. The grant is subject to the applicant entering into a binding Section 106 agreement, a legal agreement with the council that must be signed before permission is issued. Councillor Ed Stubbs declared a prejudicial interest, which means he must not take part in the decision, and he left the meeting for that item.
On 15 October 2024 the Children and Young People Scrutiny Committee examined the draft Local Authority Social Services Annual Report for 2023/24 before Cabinet and Council consider it. On the committee business item, Members agreed to add a role on the council's resilience to the ALN inquiry's Terms of Reference, and five councillors indicated interest in joining the inquiry. The Committee resolved that the Chair writes to the Cabinet Member with its comments on the report.
On 15 October 2024 the Economy & Culture Scrutiny Committee considered three Cabinet reports: the Shared Prosperity Fund, a further loan for the Park House heritage building, and the Atlantic Wharf project. For each Cabinet report, the Committee agreed that the Chairperson would write to the Cabinet Member with its observations. The minutes do not record the Cabinet's own decisions.
The Committee scrutinised two Cabinet reports before decisions were made: the replacement frameworks for council property maintenance and disabled adaptations, and the annual report on Adult Services. The minutes record no decisions on the proposals themselves. The Committee agreed that the Chair would write to the Cabinet Member with its observations and recommendations on both items.
The Committee reviewed two items ahead of Cabinet decisions on 17 October 2024: the Local Development Plan Annual Monitoring Report and the Electric Vehicle Infrastructure Road Map. Members raised questions on housing, jobs, traffic, parking and charging points. For both items, the Committee agreed that the Chairperson will write to the Cabinet Member with the Committee's observations and recommendations.
The committee scrutinised the Council's month 4 budget monitoring for 2024/25 before a Cabinet report on it is considered next week. The month 4 revenue overspend was £8.865m, and the committee agreed that the Chairperson will write to the Cabinet Member with its observations and recommendations.
