Redacted parts of Appendix 1 and Appendix 2 of this report are not for publication as they contain exempt information of the description contained in paragraphs 14 and 16 of Schedule 12A of the Local Government Act 1972. In all circumstances of the case, the public interest in maintaining exemption outweighs the public interest in disclosing information. Cabinet received the Core Office Strategy report which presented the Full Business Case for the Council’s Core Office Strategy. The report provides an update on the options appraisal undertaken to date which included the consideration of refurbishment of County and City Hall, it was noted that this was rejected due to the higher cost profile and ongoing maintenance liabilities. The report notes that the preference is to build new office accommodation at Grade A, One Planet compliant standard, due to the lower costs and significantly lower “whole life” carbon impact. The wider benefits to the local community (including the unlocking of land for Council house building) and economic growth were also noted. The report was considered by the Policy Review and Performance Scrutiny Committee (which was attended by representatives of Economic and Environmental Scrutiny Committees).
