Scrutiny Programme Committee

The Scrutiny Programme Committee met on 19 November 2024. It noted a progress report from the Service Improvement, Regeneration & Finance panel, questioned the Public Services Board and the 2023-24 corporate safeguarding annual report, and agreed that the Community Assets inquiry report should go to Cabinet on 12 December 2024. The chair will write letters to the Cabinet Member for Care Services and to the Chair of the Public Services Board reflecting the discussions. No minutes have been published yet for the letters listed as items 13 and 14.

Scrutiny Performance Panel – Education

At its meeting on 14 November 2024 the Education Scrutiny Performance Panel was briefed on school admissions rules, the strategy for poverty proofing the school day, and careers advice in schools. It also deferred the Inclusion Strategy update to 12 December 2024 and accepted its 2024/25 work plan. The minutes record no decision on the three briefings, and the Panel said it would send its views to the Cabinet Member in a letter.

Scrutiny Performance Panel - Service Improvement, Regeneration and Finance

On 5 November 2024 the Scrutiny Performance Panel for Service Improvement, Regeneration and Finance considered the council's mid-year review of revenue reserves and a summary update on regeneration projects across Swansea. The minutes record no decisions by the Panel. Councillors asked questions, and suggested that future reports include a general service breakdown of earmarked reserves.

Scrutiny Inquiry Panel - Community Assets

The Scrutiny Inquiry Panel on Community Assets met on 4 November 2024 to consider its draft final report on Community Asset Transfer (CAT), the process by which the Council hands buildings or land to community groups. The Panel agreed the report without further changes. It will go to the Scrutiny Programme Committee on 19 November and then to Cabinet, the councillors who run the Council, on 12 December.

Scrutiny Performance Panel – Adult Services

The Panel heard updates on the West Glamorgan emotional wellbeing and mental health strategy, Local Area Coordination, and the Adult Services performance report for August 2024. The only decision recorded in the minutes is that progress updates on the mental health strategy will come back to the Panel.

Scrutiny Performance Panel - Service Improvement, Regeneration and Finance

The Panel met to consider the first-quarter budget and performance reports for 2024/25, the draft Annual Review of Performance 2023/24, and an update on the 71-72 The Kingsway office project. The minute records no formal decisions on the budget or performance reports, only the Panel's comments and a request for more information on Education capital spending. The Panel also agreed to question officers on the Kingsway in private session.

Scrutiny Programme Committee

The Scrutiny Programme Committee questioned Councillor Andrea Lewis, Cabinet Member for Service Transformation, on the Council's work to tackle homelessness. The minutes published so far cover the agenda's procedural items, the scrutiny annual report, the membership of panels and working groups, and the work programme; the minute for the homelessness session itself records only the Chair's letter to the Cabinet Member as the outcome, and the letter was published later and records the Committee's views rather than a decision.

On 23 July 2024 the Scrutiny Inquiry Panel on Community Assets, a group of councillors who examine council work and recommend changes, was due to consider the legal aspects of Community Asset Transfer (CAT) and a draft findings report. The only substantive item with a published minute records an initial discussion of possible conclusions and recommendations, and no decisions are recorded. The Panel's final report is expected to go to Cabinet later.
