Council meets on 1 October 2026. No minutes have been published yet, so this summary covers what the meeting has before it, not what it decided. The main business is the Director of Social Services' annual report, the council's annual performance review, a scrutiny annual report, a review of revenue reserves that asks councillors to approve a major reclassification of reserves and a larger equal pay provision, and a notice of motion on the RNLI.
Full Council met on 3 September 2026. It adopted a change to the rules for appointing senior officers, agreed to add a statutory pensions post and an Independent Person for the Local Government Pension Scheme, and changed some committee memberships. It also adopted two notices of motion, on additional learning needs (ALN) funding and on high street planning, and received annual reports from three committees.
At its meeting on 2 July 2026, Swansea Council approved its refreshed Corporate Plan for 2026-28 and changed the membership of several council bodies. It also received a pupils' presentation on a Pupil Voice Manifesto and noted written answers to questions from earlier meetings. No interests were declared.
Swansea Council's Annual Meeting on 21 May 2026 elected Councillor J P Curtice as Presiding Member and Councillor S Pritchard as Deputy Presiding Member, and the Leader named the Cabinet. Council agreed the 2026-27 constitutional and committee arrangements, including which posts receive extra pay, new rules for public questions, and mandatory training for councillors. The public was then excluded for a closed item that these minutes do not describe.
At this full council meeting, councillors elected Councillor P M Matthews as Lord Mayor and Councillor S M Jones as Deputy Lord Mayor for the 2026-2027 municipal year. The minutes record that no interests were declared.
Council met on 5 March 2026 to set its budgets and financial plans. It approved the 2026/27 revenue budget and Council Tax levy, the Housing Revenue Account budgets, the capital budget and programme to 2030/31, the Medium Term Financial Plan, and the treasury management and capital strategies. Opposition amendments on car parking, social care and highways were not supported.
The Council met on 29 January 2026. It adopted a motion urging the Welsh Rugby Union (WRU) to drop its plan to cut professional regional rugby from four teams to three, with 59 votes for and none against. It also adopted the Council Tax Reduction Scheme for 2026/27, approved the Asset Management Plan for 2025 to 2029, agreed to move Swansea Bay City Deal decisions to the South West Wales Corporate Joint Committee, and nominated Councillor Penny Matthews as Lord Mayor Elect for 2026-2027.
Councillors met on 4 December 2025. They approved the Council's response to its first Panel Performance Assessment, a 4.3% rise in council house rents from April 2026, a co-ordinated school admissions scheme for September 2028, the 2026/27 Council Tax base and a community councillor for the Standards Committee. They also noted reports on policy commitments and written answers to earlier questions.
At its meeting on 6 November 2025 the Council adopted two notices of motion: one on social cohesion and misinformation about asylum and migration, and one asking the council's Pension Fund and the Wales Pension Partnership not to invest in companies linked to the conflict in Gaza. It agreed to reduce the Governance & Audit Committee from 12 members to 9 from 4 December 2025, and approved changes to the membership of several council bodies. The Section 151 Officer gave a verbal update on the mid-term budget, and no decision was recorded on it.

Councillors approved a new policy on licensing houses in multiple occupation (HMOs), changed the rules on councillors' questions, approved advice on the council's reserves, and changed some committee memberships. They also received annual reports from the Governance and Audit Committee and from Scrutiny.
