RESOLVED that the minutes of the meeting of the Cabinet held on the 23rd February, 2026 be signed as a correct record.
Decided: The Cabinet received the capital programme update report and noted and agreed the new projects detailed in it.
Decided: The Cabinet received the report and noted the budget position and the corrective action taken. It asked chief officers and heads of service to critically review options to address significant overspends on specific budgets.
RESOLVED that the Labour Group nomination for Councillor Edward Skinner to stand on the Climate Change & Nature Emergency Cross Party Advisory Panel be noted.
Decided: The Committee noted the forward work programme. It authorised the Facilitator, in consultation with the Chair, to change the programme between meetings as needed. It also noted progress on outstanding actions from earlier meetings.
Decided: The Committee noted the council's strategy to develop or acquire up to two properties a year for children's homes until 2030. It recommended that Cabinet give the Chief Officer (Social Services) delegated authority, meaning power to act without a full council vote, to make offers on up to two properties a year, up to £1 million in total, and to recruit up to 12 full-time equivalent staff for each new home. It also acknowledged the progress made to prepare for the removal of profit from children's care.
Decided: The Committee supported the focus on work to align and coordinate pathways and access points into children's and adults' social care. During the debate, Councillor Gladys Healey's concerns about allocating accommodation for older people were referred to Housing colleagues.
Decided: The Committee noted the Responsible Individual's assessment of in-house children's residential care and supported continued investment in trauma-informed and therapeutic training and practice. It recognised the service's achievements and congratulated the in-house workforce on the outcomes it secured.
Decided: Members reviewed the range of Welsh language activity undertaken by Social Services to meet legislation. They assessed how well that activity works and supported future plans.
Decided: The Committee supported the ongoing work to respond to demand for timely and effective reviews in line with statutory requirements. During discussion, the Senior Manager agreed to share a separate response on the current waiting time for a Section 117 review.
Decided: The Committee recommended that Cabinet approve Ysgol Maesglas, Ysgol Cae'r Nant and Sealand Youth Centre to move to procurement (choosing a contractor), design and construction. The approval depends on Welsh Government approval of the capital grant.
RESOLVED: That the minutes of the meeting held on 12 February 2026 be approved as a correct record.
Decided: Members resolved to approve the application, contrary to officers' recommendation to refuse. Conditions: the permission lasts five years; the work must follow the approved plans; and when the medical use ends, the unit must return to office, general industrial or storage use (use classes B1, B2 or B8).
Decided: Members resolved to delegate powers to the Head of Environment Department to refuse the application. Delegated powers mean officers, not Members, issue the formal refusal. The two reasons are: first, the design, layout, scale and mass do not enhance the character of the site or fit the streetscape in this prominent part of Criccieth, contrary to policies PCYFF 2 and PCYFF 3 and Technical Advice Note 12 on design; second, the scale, mass, location and features would have an intrusive and domineering effect on neighbouring properties, contrary to criterion 7 of policy PCYFF 2.
RESOLVED that the decision record of the meeting held on the 9th September, 2025 be signed as a correct record.
