Decided: Cabinet noted that the December 2024 decisions have not been carried out, but their principles remain in place. It made every recommendation subject to due diligence (checks) on the financial health of Ospreys Rugby and on assurances from Y11. It approved capital funding (money for long-term assets) for community improvements at St Helens, drawn from borrowing room added to the capital budget on 5 March 2026. It approved a £300k virement (a transfer of money between budgets) from base contingency (an annual sum set aside for unplanned costs). No further spending is to be made until the Director of Finance / Section 151 Officer (the senior finance officer) is satisfied that the Ospreys are financially sustainable. Subject to a further subsidy control assessment (a check on public support given to businesses), it approved licences for the Ospreys to use the site in the 2026/27 season and to do further work at their own cost. It approved in principle awarding a contract for community works, including an artificial grass pitch (AGP/4G), subject to due diligence and a Contract Award Report (a formal record of the contract choice), or noted the works may be commissioned through the Ospreys.

The first says there will be no exiting from the Westgate Street doors on major event days after 9pm.
