(ii) That any additional funding received following publication of the Local Government Final Settlement be applied as prescribed or used to reduce risks within the overall budget package. (iii) That the Medium Term Financial Plan outlined in Appendix 5 of report COFI/02/26 be recommended to Council. (iv) That the 2026/27 Capital Strategy (including the Minimum Revenue Provision (MRP) Statement), Treasury Management Strategy Statement and Investment Strategy as outlined in Appendix 6 and 6a of report COFI/02/26 be recommended to Council. Reasons for Decisions (i) To enable the Council to determine its revenue budget for 2026/27 and set the Council Tax for the year. (ii) To update the Medium Term Financial Plan and to make recommendations to Council on the 2026/27 Capital, Treasury Management and Investment Strategies, including the Minimum Revenue Provision Statement.
RESOLVED – (i) That the draft Regional Delivery Plan for the Connect to Work programme, which has been developed through collaboration between the six north Wales local authorities be supported. (ii) That delegated authority be granted to the Interim Chief Officer Economy & Planning, in consultation with the Lead Member Economy, Business & Tourism, to directly commission the Individual Placement Support element of the Connect to Work programme in Wrexham to review and sign agreements for the funding of the programme with the Accountable Body, once the Delivery Plan is approved by the Department for Work & Pensions. (iii) That delegated authority be granted to the Interim Chief Officer Economy & Planning, in consultation with the Lead Member Economy, Business & Tourism, to support the regional commissioning of the Supported Employment Quality Framework element of Connect to Work, as set out in the draft Delivery Plan. (iii) That delegated authority be granted to the Interim Chief Officer Economy & Planning, in consultation with the Lead Member Economy, Business & Tourism, to directly commission the Individual Placement Support element of the Connect to Work programme in Wrexham. Reason for Decisions To allow the Council to progress the work required on a regional basis to establish the new Connect to Work employment support programme in Wrexham County Borough, which will benefit economically inactive people and launch in 2026.
RESOLVED – (i) That the Executive Board agree to the implementation of the conditions of the proposed PSPO for the designated area in Wrexham city centre, for the maximum period of 3 years effective from 8 March 2026, as shown in the Proposed Order attached as Appendix A to report CE/01/26. (ii) That the PSPO be subject to quarterly review by the Community Safety Partnership Board. (iii) That the PSPO be reported on annually through the Community Safety Plan to the Crime and Disorder Scrutiny Committee. Reasons for Decisions (i) The PSPO is one of the available tools and powers in the Act to address ASB for the benefit of residents, visitors and local businesses. Enforcement, alone, is not the answer to the issues, but it is a vital part of a multi-agency approach that we have adopted involving contributions from the Local Authority, North Wales Police, Betsi Cadwaladr Health Board (BCUHB) and other partner organisations. (ii) The consultation results of the proposed renewal of the Wrexham City Centre Public Space Protection Order (PSPO) shows strong overall public support for continuing all existing restrictions, with residents, workers, visitors, businesses, councillors and police all contributing to the feedback. Respondents consistently highlighted concerns about ASB, drug use, street drinking, and public urination/defecation, emphasising the need for improved safety, visible enforcement, and a cleaner city centre. While most agreed the measures are necessary and beneficial, many also stressed the importance of stronger enforcement, better access to public toilets, and support services for vulnerable groups. Overall, findings indicate firm backing for renewing the PSPO, alongside calls for clearer communication, greater enforcement presence, and more supportive, inclusive approaches. (iii) The vast majority of Wrexham residents adhere to rules and boundaries without ever the need for any formal enforcement. The PSPO does not seek to target a group of individuals but applies to any member of the public over the age of 18 who participate in ASB. By not having restrictions proposed by the PSPO there is a risk of ASB increasing.
RESOLVED – (i) That, subject to the following amendment, the Recruitment & Selection Policy be approved for implementation on 1 March 2026: Paragraph 3.0 All vacancies should be advertised, externally and/or internally internally and/or externally Paragraph 5.1 Exit interviews should be arranged for every leaver to read ‘Every staff member will be offered an exit interview’ (ii) That the Employee Code of Conduct & Ethical Standards be approved for implementation on 1 March 2026. Reasons for Decisions (i) To ensure the Council applies a fair and consistent approach to Recruitment & Selection across the Council. (ii) To ensure the Council applies a fair and consistent approach to Employee’s Code of Conduct & Ethical Standards, with the aim of improving our services to our customers and the effectiveness and reputation of the Council
