RESOLVED – (i) Wrexham County Borough Council objects to the proposal for a new National Park. Our reasons are as follows: Local Authorities and other public bodies will deliver statutory duties within the National Park boundary, for example highways maintenance, public transport, public toilet provision and refuse collection. Additional pressures from the growth of visitor numbers will impact on the demand for services and budgets of Local Authorities and other public bodies which isn’t covered by Welsh Governments full funding for a national park. There is no clarity in respect of the impact on the Welsh Language, housing affordability and planning service delivery (ii) That this matter be dealt with as an urgent item of business in accordance with Section 5 (Rule 5.8.19(m)) of the Council’s Constitution. Reasons for decisions (i) To ensure the Council’s views are considered by NRW in their consideration of a National Park Designation. (ii) To ensure that the item is dealt with as an urgent item of business in order to comply with the timescale for response to the New National Park Proposal consultation on 8 December 2025.
RESOLVED – (i) That the quorum of the National Joint Committee be reduced to 40%, with at least 3 regional areas represented. (ii) That the entry into and signing of the Deed of Variation by the Chief Officer Governance & Customer to enable this be authorised. Reasons for decisions (i) To comply with the request from the National Joint Committee to reduce its quorum: all parties to the original agreement have been asked to approve the change in their relevant organisation (ii) Agreeing this proposal will enable the Joint Committee to meet and undertake its functions on behalf of Wrexham County Borough Council thus enabling the oversight by it of the collaborative arrangements for adoption and fostering services
RESOLVED – (i) That the establishment of the Wrexham SME Manufacturing Grants Scheme, in line with the initial criteria and processes outlined in report COEP/80/25 be approved. (ii) That delegated authority be granted to the Interim Chief Officer Economy & Planning to launch the grant and establish the approval process, management and monitoring arrangements for its successful operation. (iii) That delegated authority be granted to the Interim Chief Officer Economy & Planning and Chief Officer Finance & ICT, in consultation with the Lead Member Finance & Asset Management, to review and vary the criteria and delivery arrangements for the grant scheme, if required, to ensure its continued effectiveness in delivering positive outcomes for Wrexham’s advanced manufacturing sector. Reason for decisions To ensure the launch and delivery of an appropriate, flexible support offer to SMEs in Wrexham County Borough, that will contribute to the delivery of the of the Flintshire & Wrexham Investment Zone

The Lead Member for Strategic Planning and Public Protection submitted a report (COEP/68/25) to inform Lead Members of Natural Resources Wales consultation on the New National Park Proposal and seek support for the Council’s response to the consultation. Presenting the report the Lead Member expressed concerns that Natural Resources Wales had failed to provide the necessary information and clarity, with regard to the governance, planning, financial arrangements, housing, additional pressures from the growth in visitor numbers and the cost of delivering the statutory duties that would fall upon the local authority. These sentiments were echoed by other Councillors who also expressed disquiet regarding the impact on local residents and the increased pressure on healthcare and community facilities without guaranteed long term funding. In addition, concern was expressed that National Park status could drive up house prices, negatively impacting young generations, and have implications for the Welsh language and potential expansion plans for businesses.
