The Lead Member for Partnerships and Community Safety submitted a report (COGC/100/24) to allow the Committee to review and scrutinise decisions by the Wrexham Community Safety Partnership in connection with the discharges of crime and disorder functions by Responsible Authorities. The Chair welcomed Stephen Roberts, Chief Inspector of North Wales Police and Inspector Heidi Stokes of North Wales Police to the Meeting. Inspector Roberts gave a presentation to the Committee and highlighted the following points: · Update on performance measures: · VARM – Vulnerable Adult Referral Mechanism · Decreased levels of ASB for 23/24. · Knife related crime · Developing education and awareness · Neighbourhood crime · Domestic crime · White Ribbon campaign · Tackling Violence and Serious Organised Crime · Operation Blue Guardian · Hate Crime · Martyn’s Law A discussion ensued and the following points were highlighted during the debate: · Suggestion that the reduction in anti-social behaviour in the City Centre could be due to the closure of a nightclub during the reporting period. Chief Inspector Roberts felt that this wouldn’t make a difference as the people involved in anti-social behaviour wouldn’t not visit the City Centre because of a nightclub closure. · Disappointment that PCSOs rarely attended Community Council Meetings. Chief Inspector Roberts confirmed that there had been a reduction in funding for PCSOs, but he gave assurances that they would try to attend a meeting every three months. · Request that in future reports, comparisons to other Authorities in Wales be made to give an indication as to how well Wrexham were doing. · Concern that there had been an increase online crimes, and clarification sought as to whether this was an issue that would be included in the Community Safety Plan. AGREED – (i) That the Committee recognise that Adverse Childhood Experiences (ACE’s) is a priority. (ii) That the Community Safety Partnership be thanked for their work. (iii) That the Committee recognise the community safety work and look forward to a future report.

The Lead Member for Children’s and Family Services submitted a report (COSC/30/24) to provide the Committee with an overview of progress in removing profit from care. The Lead Member presented the report and highlighted the main points contained within it. A discussion ensued and the following points were discussed: · Clarification sought as to whether there was an increase in the number of children going into residential care. Officers confirmed that different pressures throughout the year did impact on the number of children entering the care system, but in particular it had been very challenging where children had been brought into care following police referrals which was usually linked to criminal activity in the family home. · Confirmation that exemptions could be applied to allow children who were in stable placements to remain. · Importance of trying to increase the number of registered foster carers. Officers confirmed that a rigorous application process was undertaken, and a high level training programme was in place for those who were approved as foster carers. Part of the training included being trauma aware, as many of the reactions and behaviour of children was due to their early experiences which foster carers needed to be aware of. · Suggestion that feedback should be requested from applicants who didn’t continue with their applications to become foster carers. · Confirmation that the number of residential placements provided internally would continue to increase significantly in future years. · Recognition of the huge improvements that had been made by the Department. · Request for further information on public law outline. AGREED – (i) That the Committee thank the Team for their work in moving in the right direction and recognise that it is a long term project that isn’t going to happen immediately. (ii) That we need to recognise the wider societal issues that cause children to come into care in the first place. We should work holistically to make sure we are addressing all of those issues. (iii) That we receive a further report in 12 months time.
