The Lead Member for Housing and Climate Change submitted a report CEOT/01/25 which provided Members with an update on the delivery of the Decarbonisation Plan. The Lead Member introduced the report and responded to Members questions accordingly thereafter with input from the Officers present. During the debate, the following issues were highlighted, in particular: · A culture change was required in order for the Plan to be fully and successfully implemented. · Acknowledgment that inappropriate parking in electric charging bays was enforceable within the city centre but was more difficult to enforce in rural areas. Modern mechanisms such as sensors could be used to track the level of inappropriate use and this data, including the identification of hotspots, could be used to provide a deterrent. · The importance of driving up demand for electric cars by ensuring an effective infrastructure was in place. · The number of enforceable areas within the County Borough had grown and so there was a recognised need for an increase in enforcement support. A review was currently taking place which was examining issues such as shift pattern. It was important to ensure that services could meet demand. · Tiny forests were all in place and funding had been used successfully. This was part of a joint programme with education. · There were a number of green champions across the Council who were encouraged to submit ideas for ways to improve and encourage change within departments, such as ensuring taps were always turned off and lights switched off when not in use. · The Council do receive a portion of the profits from EV chargers on their property and Council vehicles do receive preferential charging rates. · In terms of promoting recyclable and safe energy, Officers advised that buildings with the highest energy use were prioritised for actions. It was noted that small scale wind power investment was not as cost effective as solar power. · There was not enough funding available to address all building issues, but additional funding schemes were being explored. · The Lead Member advised that issues such as use of hydrogen and alternative methods of fuel were high on the agenda across the whole of the region and as such were considered on a national/regional basis. AGREED – That the Committee: i) Thank the Lead Member and Officers for their report and the progress that has been outlined in it. ii) Request that a report be considered by the Committee in respect of the Fleet Strategy. iii) Request that the next update report on the Decarbonisation Strategy, also includes the following:- a) Figures for streetlights that have not been updated to LEDs. b) Information in respect of policies in place to deal with EV fires. c) Details of the level of use of EV charging points. d) Details of parking spaces used for EV charging, in relation to overall parking provision.

The Lead Member for Housing and Climate Change submitted a report COET/03/25 which updated Members on progress with active travel across the County Borough including key projects and future aspirations. The Lead Member responded to Members questions accordingly with input from the Officers present. During the ensuing debate, a number of points were raised, including: · A consultation was soon to be issued on regional transport and this would be forwarded to all Members. · Acknowledgement that Active Travel was a high level strategy that linked to the regional transport plan. · Members were encouraged to get involved and make suggestions for change. · Whilst there was a prioritisation process in place for all routes it was important to recognise that some changes could be made easily whist other changes would take longer to implement. · Active travel guidance had changed since 2014 and was now more inclusive which meant that routes were required to be accessible for all potential users, including those with a disability e.g. wheelchair users · Recognition of the difficulty in encouraging people to drive less and to choose walking as their favoured option of travel. · When the current scheme are reviewed Members will have an opportunity to feed into the review process. AGREED – That the Committee: i) Thank the Lead Members and Officers for their report and the progress outlined in it. ii) Request an update report on this matter in January 2026.
