The Lead Member for Finance and Performance submitted a report COFI/28/25 which presented the Council’s 2025/26 current budgetary position for the first quarter of the 2025/26 financial year, including the Housing Revenue Account (HRA). In presenting his report the Lead Member thanked officers, Members and all those involved in the budget monitoring process. He responded to questions thereafter with input from the Chief Officer Finance and ICT. During the debate the following issues were noted, in particular: · It was acknowledged that whilst the Local Authority was in a positive position currently, many factors, such as out of county placements and school transport were subject to change and could have a significant impact on the budget. It was recognised that any increases were based on the demand for the service and inflation. · The surplus within strategy and development in Economic Development (shared prosperity funding) was noted as a positive highlight within the report, along with maximisation of funding. · An explanation was provided in respect of the budget associated with private sector housing. It was noted that the private sector housing included the local lettings agency/private sector rental. · Concern that reduced staffing in a number of service areas could lead to workload issues within the Council in the future. · An announcement regarding funding for the increase in national insurance was expected from Welsh Government during the Summer. · The area in regards to departmental support was discussed in terms of how posts were taken forward. Officers confirmed that this was part of an ongoing review and dialogue with the relevant departments. · Traveller site budget costs were related to cover for vacancies that had occurred. · Concern that some Council assets such as the Memorial Hall were not being put to full use and therefore income was not being maximised. · A request for a greater level of detail regards to a breakdown of service level/ income budget. · Use of AI was being piloted in a small number of service areas. There could be more growth in the use of this technology over the next 6 -12 months. · Confirmation that pay inflation was largely based on economic estimates. · Further information requested in respect of the following - Traveller sites staffing - Marketing arrangements and income targets for the Memorial Hall AGREED: (i) To thank the Lead Member and Officers for the report. (ii) That, based on the revenue budget information presented at Q1, no specific budget pressures to be referred onto other Scrutiny Committees at this early stage (it was acknowledged that the Lifelong Learning Scrutiny Committee were already monitoring the area of school transport).

The Lead Member for Corporate and Customer Services submitted a report COGC/40/25 which provided Members with the Annual Workforce Monitoring Information report for the period of 1 April 2024 to 31 March 2025. It also provided the Council’s agreed baseline figures effective from 1 April 2022 for performance monitoring in line with the planned schedule of annual and half yearly reports as set out in Appendix 1 to the report. The Lead Member introduce the report and the Interim Head of Service HR & OD responded to Members questions accordingly thereafter. During the debate, the following issues were noted, in particular: - The 2023/2024 and 2024/2025 absence figures had been used in the report to view, compare and analyse trends. - Officers clarified that the wellbeing questionnaire was designed for the employee to work through at their own pace and use as a self-help tool rather than a questionnaire to be submitted. The questionnaire was not mandatory and was designed as a preventative measure. The questionnaire could be rolled out to Members and would be updated in the near future. - Work was taking place to reduce the % of agency workers and promote the benefits of being a Council employee i.e. succession plans, training and development etc. - Concern that sickness levels in Wrexham were slightly above the Welsh average. Officers advised that there was a detailed action plan in place to support managers in aiming to reduce sickness absence. - Discussion on the sickness triggers in particular, the Bradford Factor which was one of a range of measures used within the Council to analyse sickness levels. Managers are encouraged to have regular conversations with their employees around health and wellbeing as a way to prevent sickness absence. A number of measures were in place including signposting to the new well-being questionnaire. The Council was committed to supporting each employee with their individual needs e.g. for some employees, reasonable adjustments, such as the installation of a new desk or chair, could lead to improvements in attendance. It was important for Managers to identify particular patterns that may be indicative of a problem or a medical condition. - The ‘Grow or Own’ scheme was a positive scheme but only if the necessary level of support could be provided. Without this support the level of quality required could not be assured. This was the reason for the reduced number of craft apprentices within Housing Services and for no recruitment in this area for 25/26 or the corporate apprentice scheme. Further information was requested in respect of the following but it was understood that currently this is not available and that the HR/payroll system is being developed to enable this in the future: - Agency workers in relation to schools - School absence - Recruitment data AGREED: (i) To thank the Lead Member and Officers for the report. (ii) To support the continued efforts to reduce sickness absence levels. (iii) To support the Council’s ‘Grow our Own’ schemes and to recommend that the number of schemes be increased. (iv) That all staff involved in the ‘Grow our Own’ schemes and the Health & Well-being Champions be congratulated.
