(Members declarations of interest in relation to this item are set out in Minute 36 above). The Chief Officer for Economy and Planning submitted a report (COEP/30/25) providing Members with an update on the delivery of the Wrexham Gateway Project. The Lead Member for Finance and Performance, alongside the Lead Member for Economy, introduced the report and outlined the progress made on the Wrexham Gateway regeneration project. Design refinements have been undertaken over the past two years, ensuring the project remained aligned with the council’s vision for a modern, prosperous, and thriving community. The key developments were: • An outline planning application for the Eastern side of the railway was being prepared ahead of developer engagement. • Plans for the Western side have been aligned with Wrexham Football Club’s ambitious Kop development. • The Wrexham Gateway project will act as a catalyst for regeneration, integrating improvements such as the football museum, active travel enhancements, and city centre public realm updates. The Committee acknowledged the dedication of the Wrexham Gateway Project Manager, who has overseen the initiative since its inception. Stakeholder discussions are ongoing, including engagement with Wrexham Football Club, FAW, Welsh Government, and Transport for Wales, ensuring collaboration remains effective and confidential. The Wrexham Gateway Project Manager provided an update, emphasising progress and the project's cohesive vision. The presentation covered: • Current Condition & Partnerships. • 2023 Masterplan. • Western Side Updates – Kop stand iterations, hotel, and Crispin Lane developments. • Eastern Side Updates – Commercial offices, transport hub, relocated station car park, Wrexham Lager site, station building upgrades. • Public Realm Enhancements – Active travel, wayfinding improvements. • Project Timescales. Further updates on the project were outlined. Efforts were underway to streamline timelines wherever possible. • Major Redevelopment – Transforming a key area of Wrexham with a Transport Modular Hub and Railway Station, integrating historic architecture with modern design. • Stakeholder Collaboration – Ongoing discussions with Transport for Wales, Wrexham Football Club, and other key partners to finalise agreements. • Economic Growth – Investment and partnerships could generate 600 plus well-paid jobs, strengthening the local economy. The Lead Member for Economy emphasised the uniqueness of the KOP development, which distinguished itself from conventional stadium designs. The council’s financial commitment, alongside Welsh Government funding, underscored its dedication to the project's success. The following was discussed:- · Members were informed that discussions continued regarding a possible location for a hotel, ensuring alignment with growing tourism demand. · Efforts were being made to expand accommodation facilities, in coordination with Destination Wrexham. · Although a footbridge between the Western Gateway and Crispin Lane remained a priority, funding has yet to be secured. · Improving mobile signal in key areas, including the Racecourse Ground, was under consideration, with ongoing engagement from a 5G provider. · Clarification was sought on an impact assessment that rated governance neutrality. · Positive feedback was given on the incorporation of Ruabon Red brick and the unique architecture of the proposed site. · Whilst the project was at the outline design stage, several disability organisations have been engaged as key stakeholders. · The design team was committed to integrating accessibility at the outset rather than retrofitting solutions. · Design standards, building regulations, and contributions from public sector bodies (e.g., Network Rail, Transport for Wales, and Welsh Government) will shape the project’s development. · Discussions were underway regarding rail connections to London Euston, with engagement from Westminster and Cardiff governments to enhance transport links. · Further rail improvements between Wrexham and Liverpool were being pursued, with aspirations to increase frequency to every 15 minutes. · Bus services were being coordinated to integrate with the Wrexham Gateway transport hub, alongside active travel improvements. · It was emphasised that the Wrexham Gateway project is only at the Outline design stage and many of the specific details will be confirmed at Detailed Design stage. It is the project team’s intention to start reviewing these elements over the coming months ahead of developer involvement.
