RESOLVED – (i) That the submission of the attached draft response to the consultation document that sets out the proposed changes to the Renting Homes (Wales) Act, in respect of those homeless households who have been placed in temporary B&B accommodation be approved. (ii) That this matter be dealt with as an urgent item of business in accordance with Section 5 (Rule 5.8.10) of the Council’s Constitution. Reason for decisions To respond to Welsh Government’s request for responses to the consultation exercise, within the consultation period, which is due to end 15 September 2023.

The Chief Officer Housing submitted a report (COH/38/23) to provide details of a consultation being carried out by Welsh Government regarding proposed amendments to Schedule 2 of the Rent Homes (Wales) Act 2016, which if introduced will prevent homeless households placed by a local authority in bed and breakfast accommodation, from being granted an occupation contract, if they have lived there for 12 months or more.
