The Lead Member for Housing submitted a report (COET/27/23S) submitted a report providing an update on the delivery of the Decarbonisation Plan. In introducing the report the Lead Member highlighted the work that was being undertaken with regards to decarbonisation by the cross party Working Group. He also referenced increased public transport across the area, the need to embed decarbonisation throughout the organisation and the challenges expected by reduction in funding availability. The Climate Change and Decarbonisation Manager gave a presentation, which outlined the following information relating to the Annual Progress Report: · Carbon Emissions · Renewable generation · Sequestration Slide details the trees planted each year · Buildings and Energy · Local Area Energy Plan · Influencing and Enabling Change · Land Use and Green Infrastructure · Procurement and Supply Chain · Transport and Mobility During the discussion, the following points were raised: · It was thought that increased fuel consumption during the past year could be attributable to there being less used during the period when operations were affected by Covid. · All Council assets were considered with a view to them contributing towards decarbonisation. · Concerns with regard to lithium ion batteries as a potential fire risk. · The role that the provision of non-carbon LED street lighting could play in decarbonisation. · Acknowledgement that whilst the Welsh Housing Quality Standard 2023 had been introduced, which had an emphasis on decarbonisation, no additional resources had been identified for its delivery. · Confirmation that energy purchased by the Council was from renewable sources. · Improved charging infrastructure for electric vehicles would hopefully lead to them being more widely adopted. · There was a programme to clean and inspect Council installed PV panels. · Recognition that the costs to install further PV panel schemes would need to considered against the savings made to ensure it was sustainable. · Members were hopeful that there could be additional resources for decarbonisation allocated in the forthcoming WG settlement. · Replacement of existing diesel powered vehicles with electric would only take place where there were clearly identifiable benefits of doing so. AGREED – (i) That the Lead Member and Officers be thanked for the detailed report and supporting presentation. (ii) That the following information be provided in the next update report in respect of:- a) Reasons for increased fleet fuel consumption in 2022/23. b) Safety in relation to lithium-ion batteries. c) The percentage of street lights not yet replaced with LED and details of when the remainder will be updated. d) Details of energy consumption saved by use of solar/wind powered street lights.
