The Lead Member for Adults and Lead Member for Children’s Services submitted a joint report COSC/06/24 which provided Members with an update of the outcome of a Performance Evaluation Inspection of Social Care Services by Care Inspectorate Wales (CIW) in November 2023. Glenda Lloyd Evans, CIW, introduced the report, referring to the main points for consideration. Thereafter she responded to questions accordingly with input from the Chief Officer Social Care and the Lead Member for Adults and Lead Member for Children’s Services. During the debate, the following issues were highlighted, in particular: · Recognition of the clear evidence of improvement and progress made in many areas identified during the inspection. · There had been a significant journey of travel within Children’s Services in Wrexham during the last 4 years that had led to many areas of improvement. · The importance of corporate and political support in order to allow the transformation journey to continue within adult services. · Further work was required within the adult service to ensure that service users received the right service at the right time. It was essential that practitioners were working within the principles of the Social Care and Well-Being Act. A significant part of the Act was related to preventative work and the importance of working with the right partners to ensure the right action was taken at the right time. · Some areas within Children’s Services still required improvement including the area around recruitment and retention. Whilst the situation had improved the current position was still fragile. There had previously been a high level of turnover within adult services and the situation was now more stable. · A new supervision policy had been introduced and all teams were working towards this. · Suggestion that the quality of supervision was related to a stable workforce and the increased stability at team manager level was having a positive impact. · Confirmation of the high level of engagement and information sharing taking place via the well-being hub. It was noted that partnership links and regional working was stronger than it had been previously. · Recognition of the high level of leadership and professionalism demonstrated by the Chief Officer Social Care during the last few years and the high level of work carried out within this team which had led to these significant improvements. RESOLVED – That the Committee welcome the report and thanked Glenda Lloyd-Hughes for her attendance, the quality of her presentation and her openness along with Senior Officers in answering questions. The Committee appreciated the ongoing process and improvements made and look forward to this trend continuing next year and beyond.

The Lead Member for Adults and Lead Member for Children’s Services submitted a joint report COSC/04/24 which detailed the changes since the first Market Stability Report published in November 2022. The Lead Member for Adults introduced the report and referred to the main points for consideration. During the debate, the following issues were highlighted, in particular: · Recognition that this was a light touch review and that a fuller report would be received by the Committee later in the year. · A considerable amount of work had taken place in terms of recognition of unpaid carers. · Acknowledgement that some children required specialist care. · The Chief Officer Social Care advised that the Authority worked with good domiciliary care providers but that provision of an enhanced in house service in the future was being considered. It was noted that budget implications would need to be considered and that external providers offered a competitive service at present. · The Local Authority monitored the standards within the external domiciliary care agencies. · There were continued challenges around staffing and recruitment but the Local Authority worked with providers to try to improve conditions. RESOLVED – That the Committee thank the Lead Members and Senior Officers for the promising report and look forward to future in depth reports on this subject.
