The Chief Officer Governance & Customer submitted a report (COGC/109/23s) to consider the work programme of the Lifelong Learning Scrutiny Committee. Presenting the report the Scrutiny Facilitator referred to the following matters: · Education Estate – Capital Investment. Proposed that the Chief Officer Economy and Planning to be invited to attend the meeting in March regarding Section 106 agreements instead of December in view of wider school funding issues being discussed at the March meeting. · The Committee Workshop on priority ranking of school maintenance to be held on 28 November at Ysgol Llan y Pwll. · Period Poverty to be included in the report on well-being scheduled for the Committee meeting on 7 March 2024. · Meetings of the School Improvement Monitoring Group to be held on 18 December 2023 (follow up meeting with Ysgol Clywedog), 8 February 2024 (Ysgol y Grango) and 18 April or 11 July (Minera Aided Primary School). Members considered the report and during debate made reference to the following: · Suggested that an item in respect of projected budget outturn for Education Department for 2023/24 and budget proposals for 2024/25 be scheduled for the January meeting. The Chair agreed to discuss this further with officers. · Pre-decision scrutiny of education and schools budget 2024/25. The Chair reported that owing to the late notification of the settlement it was unlikely that information would be available for the committee to consider prior to the January meeting of the Executive Board. As this would be an issue facing all scrutiny committees wishing to undertake pre-decision scrutiny the Chair agreed to raise the matter at Scrutiny Co-ordinating Group. · The Chair reported that following consultation with committee members regarding meeting times the majority preference was to move this committee to the fourth Wednesday of the month at 4pm with effect from January 2024. Some concern was expressed regarding the impact of later meetings on staff and the additional cost to the council in respect of reception staffing and building closure arrangements. The Chair reported that the change had been made in consultation with staff. As the building was closed at 7.00pm, it would be necessary to vacate the meeting room by 6.45pm at the latest and this would be managed by the Chair. Other committee members expressed the view that meeting times should be more flexible. · The briefing note from the Chief Officer Finance & ICT in respect of school energy costs which had seen significant increases. Richard Weigh to be invited to provide update to a future meeting AGREED – That, subject to the aforementioned amendments, the work programme be agreed.

(Members declarations of interest in relation to this item are set out in Minute 56 above) The Lead Member for Education submitted a report (COEEI/19/23) to consider the arrangements for supporting children and young people; to experience a seamless transition along a continuum of learning from 3 to 16 and then to post 16. The Chair welcomed Claire Priest-Jones, seconded Head Teacher from St Anne’s Catholic Primary School to the Meeting. Presenting the report the Lead Member referred to the guidance published by Welsh Government in July 2022 for governing bodies in drawing up transition plans for learners and the importance of a learner-centred approach to transition. The Chief Officer Education and Early Intervention (COEEI) reminded Committee that the department had previously identified the need to consider all transition points, not just from Primary to Secondary education and work had been undertaken with key partners to secure improvements at those key transition points. Members were asked to note that it was too early to fully evaluate the impact of the improvements made, however areas such as improved attendance, behaviour, post-16 learner progression would be reviewed. Members considered the report and asked questions of the Lead Member and Officers present. During debate, the following matters were highlighted in particular: · The number of pupils opting to apply to out of county schools. Requested that further information be provided to Members providing more detailed analysis. · Noted that the funding for the TRAC+ project that supported young people at risk of becoming NEET would end in March 2024. Queried whether alternative funding arrangements had been identified. The COEEI commented on the uncertainty of grant funding streams going forward. · Members noted that an application had been made to the UK Shared Prosperity Fund (SPF) for TRAC+ but this had not been successful owing to the fund criteria, however officers were working with Primary and Secondary to see if they could utilise SPF funding for childcare for Multiply projects. · The importance of data sharing from Primary to Secondary in order to ensure an effective transition. It was reported that the information shared provided a full picture of the learner from a range of data sources. An end of year transition meeting was held to discuss the needs and interests of all children. Feedback would be sought from Primary Heads as to the effectiveness of the transition document. The COEEI expressed her thanks to Claire Preest-Jones for the work she had undertaken in this area. · Acknowledgement that schools had been working hard to embed a new curriculum, new ALN reform system and the impact of the pandemic. · Officers reassured Members that the LA worked closely with Head Teachers and schools in order to support them in the right way. · The importance of the right curriculum offer to meet the needs of pupils 11-14 participating in alternative pathways to ensure that they continue to engage. · Noted that the data sharing protocol with Coleg Cambria had been in place for the September 2022-23 cohort which had allowed the college to pre-plan interventions and support for learners. This also allowed the LA to track the retention of pupils in post-16 education. · Noted that there were pressures in respect of Additional Learning Needs, home learning and specialist placements. · Clarification requested in respect of the transition to post 16 education of Looked After Children (LAC) was supported. It was noted that Officers worked very closely with colleagues from social services and it was suggested that this might be an area requiring separate consideration. AGREED – (i) That officers be thanked for the report and Committee take assurance about the support available for transition arrangements between the different phases of education. (ii) That the committee and officers identified the benefit of the production of an out of county information report offering some detailed analysis including pupils attending schools in other authority areas. (iii) That the Committee recognise current and upcoming pressures with Additional Learning Needs, home learning, and specialist placements. (iv) That efforts to seek a successful SPF bid in relation to Multiply for family / community work be welcomed. (v) That a further update report on Transition be scheduled in 12 months including a focus on LAC (Looked After Children) and an ISP (Information Sharing Protocol). (vi) That a Topic Request Form to be developed with input from Education and Social Care regarding LAC transition to Further Education in order that an item be added to the Work Programme.
