RESOLVED – That Council be recommended to approve the Council Plan 2022-28. Reason for decision To agree the Council’s well-being objectives as required in the Well-Being of Future Generations Act (Wales) 2015.
The Lead Member for Finance and Performance submitted a report (CE/12/23) to seek agreement for the proposed Council Plan 2023-28 prior to its submission to Council on 13 December 2023. The Lead Member presented the report and highlighted the main points contained within it. A discussion ensued and the Lead Member responded to questions accordingly. The following points were raised during the debate: · Suggestion that some of the priorities within the Plan should be more detailed. · Recognition that Social Services was seen as a priority in order to protect the most vulnerable. · Disappointment that the Authority were still awaiting an announcement from Welsh Government to confirm how much funding would be provided for building affordable housing. · Importance of ensuring that the priorities within the Plan were deliverable. · Recognition that there was still work to be done within Children’s Social Care, but recent inspections had highlighted the significant improvements that had already been made. · Disappointment that the measures within the Plan were not visible. Officers advised that a forthcoming All Member Workshop would allow Members the opportunity to feed into the process, before the final measures would be presented to Council in December. · Realisation that funding was key to the Council Plan. · Disappointment that consultation responses continued to be low despite the extensive amount of engagement by Officers who had provided a multitude of options for people to take part. · Confirmation that SPF grants were available for rural communities to access. It was noted that Officers had been invited to a future Meeting of the Employment, Business and Investment Scrutiny Committee to discuss actions for rural areas. · Request that if Members had any further observations that they be submitted to Officers as soon as possible. RESOLVED – That Council be recommended to approve the Council Plan 2022-28. Reason for decision To agree the Council’s well-being objectives as required in the Well-Being of Future Generations Act (Wales) 2015.
The Leader of the Council, Councillor Mark Pritchard, resumed Chair of the Meeting from this point in the proceedings.

(Members declarations of interest in relation to this item are set out in Minute 64 above) The Lead Member for Housing submitted a report (COH/06/23) to provide details of Welsh Government’s requirements that all Welsh Local Authorities should draft and adopt a Rapid Rehousing Transition Plan as part of their Housing Support Programme Strategies and to see approval to adopt the current draft Rapid Rehousing Transition Plan for submission to Welsh Government. The Lead Member presented the report and moved the recommendations contained within it. In doing so, he moved an additional recommendation that further report be brought back to the Board in March 2024 to outline the work of the Housing Accommodation Project Group. The recommendations were duly seconded. A discussion ensued and the following points were raised: · Confirmation that a consultation exercise would be undertaken in January 2024 on the changes to the legislation. · Acknowledgement that within the private sector, issues were arising as a result of a Court Order needing to be in place before the eviction process could begin. · Clarification sought regarding the possibility of collaborating with neighbouring Authorities in relation to Housing. · Importance of ensuring that people attended the Housing Options Team as soon as they were aware that they were being evicted as sometimes Officers were able to negotiate with their landlord and save their tenancy. · Update by Officers on TACP funding which was provided by Welsh Government to improvement accommodation, with the proviso that the accommodation was used for housing homeless families.
