The Chief Officer Finance and ICT submitted a report COFI/02/2023) requesting Members of the Committee to approve the Authority’s Statement of Accounts for the financial year 2021/22. The Head of Service Accountancy introduced the report and highlighted the main points within it. The Audit Wales Manager informed Members that: · The Audit of the Authority’s Statement of Accounts for the financial year 2021-22 has been completed. · The level of ‘materiality’ was set at £5.475m · The Audit of Accounts Report included reference to the infrastructure of Assets and that it was a national issue that had to be addressed by all Councils. · Audit Wales intended to issue an unqualified opinion on the 2021-22 Statement of accounts once they have received the signed letter of Representation from Wrexham Council. · There were no uncorrected Statement of Accounts and the large amendment following review of the capital values of the infrastructure has been incurred in Appendix 3 of the report. · Audit Wales did not have any matters to report. The following was discussed:- · The impact from the review of the Councils valuations resulted in an increase in the net value of assets of £6.6m held at 31 March 2022. · The accounting adjustments have made no impact on the Council’s usable reserves and balances, in that it is not expenditure chargeable to the General Fund or Housing Revenue Account (HRA) balances. · The temporary relief for reporting infrastructure assets gross cost and accumulated depreciation will apply until the end of the 2024/25 financial reporting year and will be incorporated in both the 2023/24 and 2024/25 Codes. · It was anticipated that the longer-term solution for the reporting of infrastructure assets will be implemented from 1 April 2025. · A number of Meetings will be scheduled to deal with the updated changes to the reporting infrastructure of assets and there will be task and finish group involvement. · It was clarified that the Cipfa Code required any qualified surveyor and that Wrexham Council currently used an internal surveyor for the majority of valuations. · Officers confirmed that an external surveyor would be used when specialist assets were being reviewed. · It was likely that a review of infrastructure assets will take place every year and indices will be applied to bring them up to the most recent value. · It was clarified that the Councils right to buy properties were not included in the valuations and that the assets held for sale were not categorised. · Members were assured that there were systems in place to ensure that all assets had been included in the valuations. · The Head of Service for Accountancy explained to Members the relevant accounting adjustment that Wrexham Council applied regarding the disposal of assets and confirmed that the accounts were understandable as possible. · Officers confirmed that properties were verified every four years but during Covid-19 this was not the case and explained why. · A Member enquired if Wrexham Council had deeds for the carriage ways. · The Head of Service for Accountancy confirmed that there were difficulties with the infrastructure of assets that related to Carriage ways and gave an explanation on the difficulties and how they were measured at depreciated historic costs. · The Audit Wales Manager confirmed that Audit Wales: a) Did not review the specific expenditure for Adult Social Care or physical overspends. b) An annual risk assessment would be carried out to assess if there were areas which Audit Wales would need to look into. · The Chief Officer Finance and ICT explained that: a) The use of reserves was a time limited measure and that they were cash pots and once they had been spend then the money was then gone. b) It was reported at quarter 2 that Wrexham Council would have to use some of the reserves to balance the additional costs to cover the inflationary pressures. c) The pay inflation for 2022-23 was higher than the budget estimate and approximately £3m of reserves had to be used. d) The budget proposals for 2023-24 included provisions to fund the inflationary pay costs on a permanent basis. e) The £320m borrowing related to financing the capital borrowing and the majority of the money was used to achieve the Welsh Quality Housing Standards and to exit the housing subsidy system a few years ago. · The housing expenditure had dropped because there had been a significant impairment of dwellings that were based on updated valuations. · It was explained that there were a number of Welsh Government Grants granted to Wrexham Council to assist them during Covid-19. For example, the Education Department received £5m towards an accelerated learning programme. · The Head of Service Accountancy will contact the Collections Manager to confirm when the valuations for the Heritage Assets had been valued by Bonhams of Chester and will ascertain if a formal valuation would be required. · Members were pleased that there had been no qualifications against the financial accounts for 2021-22. · Officers were thanked for reflecting good financial governance during those trying times. · It was explained that the Council could borrow money for capital expenditure and that the fluctuations in valuations mainly related to book valuations.
