The Lead Member for Adult Social Care, Councillor John Pritchard, introduced the report which was submitted to update Members on the progress of Community Agent Service (CAS) to date and consult on the planned next steps. The Community Agent Service has been in place for 6 years, it is funded through Welsh Government. The Service provides low level, information, advice and assistance to older people to prevent social isolation, making use of local assets and developing them where gaps exist. The services provided by a Community Agent could include: · Making Referrals to social care or health when needed · Providing some support to help a person make specific arrangement to support their discharge from hospital · Working with Occupational Health, Police and Social Services · Linking people to services and support · Form filling · Ongoing welfare checks · Coffee/companions club · Signposting · Cost of living Community Councils are contracted to deliver the service by the direct and legal employment of a Community Agent or by the employment of a third party via contract consortia. A standard grant of £12,000 per annum is awarded to each Community Council area, providing funding to cover costs of the management of the Agent and employment of the Agent at 16 hours per week. Six wards in Wrexham currently do not have a Community Agent. Some Community Councils have been engaged to ascertain their interest to work with Wrexham County Borough Council to have a provision in their wards also. An evaluation undertaken previously found the service to be valuable to the citizens it supports and greatly valued by its Community Councils. In the previous evaluation concerns had been raised that some Community Councils may not have had the appropriate documentation to safely employ a Community Agent and this was now under review with each employing Community Council with support offered and timelines for improvement to be set. A discussion ensued and Members raised the following points: · assurance was sought that the scheme is not about to come to an end · Is the training provided for Community Agents consistent? · Members acknowledged the valuable service provided by Community Agents · How are the Community Agents appointed and what is the timescale for one being appointed to a Ward once requested? · A Members Workshop to be arranged to review and feedback on the options appraisal. The Chief Officer Social Care informed Committee members of the following points: · Confirmation that this valuable service is not about to end · Training is provided and will be addressed in the review · It can take approximately three months to employ a Community Agent AGREED:- i. That the Commissioning Team will complete an evaluation of the Service to inform an Options Appraisal for future development plans. ii. The Committee look forward to receiving a completed report by the end of the year including outcomes from the Members Workshop and Task and Finish Group and for further input and scrutiny of the preferred way forward.
