The Chief Officer Governance & Customer submitted a report (COGC/02/23s) to consider the work programme of the Lifelong Learning Scrutiny Committee. Presenting the report the Scrutiny Facilitator drew Members’ attention to the following matters: · Proposal that meetings of the School Improvement Monitoring Group continue to use the dates of the scheduled meetings, but on the understanding that these dates may need to be taken for meetings of the full Committee, should the work programme require. · The response from the Minister for Education and Welsh Language at Appendix 2 regarding options for the release of school-level data (including Key Stage 4 qualification outcomes), for possible inclusion in the future report on the Estyn Post Inspection Action Plan. Members considered the report and asked questions. During debate the following matters were raised: · Suggested that an item in respect of School Transport be submitted to the April meeting. The Lead Member reported that following receipt of information regarding the Learner Travel (Wales) Measure review undertaken by Welsh Government the department would start to address the recommendations made by the Committee at the last meeting. He informed Members that Education officers were currently focussed on addressing the recommendations made by Estyn and dedicating officer time prior to the outcome of the WG review may be premature. Members expressed concern that the recommendations of the Committee had not been progressed. The Chair agreed to take this forward. AGREED – That, subject to the aforementioned, the work programme outlined in report COGC/02/23s be agreed.

The Lead Member for Education submitted a report (COEEI/01/23s) to update Members on the re-structure of Education and Early Intervention with a focus on work undertaken in respect of inclusion, additional learning needs and some areas of wellbeing, to strengthen service capacity and expertise, to improve the support offer for children and young people, and address the recommendations from the Estyn inspection. The Lead Member and Chief Officer Education and Early Intervention presented the report to the Committee highlighting the repositioning of teams and recruitment to key posts which had strengthened service capacity to support the needs of learners and positively impacted on attendance and management of exclusions. It had also enabled the service to respond to the challenge of implementing the requirements of the Additional Learning Needs Reform Act. Members considered the report and asked questions of the Lead Member and Chief Officer. During debate the following matters were raised in particular: · Clarification sought when evidence to measure effectiveness of the work undertaken would be available. This would be demonstrated to Estyn through data and case studies. Key Officers now had caseloads. There had already been improvement in attendance. · The close working relationship and intelligence sharing between local authority teams and GwE. The COEEI advised that communication across all services with a role in supporting children in schools had been a key consideration of the restructure. · The sharing of best practice between schools. · Work and training undertaken to develop a trauma informed workforce in schools. · Noted that the department was undertaking a piece of work in respect of transition and post 16 to see if the learners being supported were achieving positive outcomes as they moved out of statutory education. · Significant progress had been made in the service in putting the right foundation in place to support learners post pandemic. The needs of the individual learner remained central. · Key themes arising from Pupil Voice data. Suggested that this form part of a future report to Committee. · Reassurance provided that whilst the report focussed largely on secondary education, consideration was also given to Primary forming a preventative approach to avoid future escalation where possible. · The importance of early diagnosis to enable interventions to be put in place as soon as possible. Waiting lists were still an issue. · The development of ‘The Hwb’ at Gwersyllt would mean that children and schools will benefit from an experienced multi-disciplinary team approach which will enable them to continue to participate and engage with their education offer. · The work of the PRU’s short term provision (two half terms, but some with more complex needs could stay longer), working with pupils to evaluate when they are ready to return to school or if their needs require other provision. · The COEEI assured Committee that the additional resource provided by the Council to the service budget had been fully utilised to provide best value, increasing capacity and strengthening service expertise in specialist areas of delivery. AGREED – (i) That an evaluation of the work undertaken in respect of inclusion, additional learning needs and well-being be included in the next report on the PIAP at the meeting to be held on 11 May 2023. (ii) That an Information Report be circulated to Members on the developments in therapeutic provision.
