RESOLVED – That no change be made to the start time of meetings of the Environmental Licensing Committee.

Apologies for absence were submitted on behalf of Councillors Krista Childs, Beverley Parry-Jones and Derek Wright.
RESOLVED – That the Minutes of the Meeting held on 17 October 2022 be signed as a correct record.
Members were reminded of their responsibility under Paragraph 11 of the Members’ Code of Conduct to declare the existence and nature of any personal interest in respect of any of the business to be transacted at this meeting. The following declarations were made: Agenda Item 7 – Councillor Becca Martin – Personal and Prejudicial – Previously employed by a close family member. The Councillor left the meeting for the consideration of the item taking no part in the discussion or voting thereon. Agenda Item 10 – Councillor John Phillips – Personal and Prejudicial – The Driver was known. The Councillor left the meeting for the consideration of the item taking no part in the discussion or voting thereon. Agenda Item 10 – Councillor Fred Roberts – Personal only – The Driver was known. The Councillor remained in the meeting for the consideration of the item taking part in the discussion and voting thereon. Agenda Item 11 – Councillors I David Bithell MBE, Mike Davies, Andy Gallanders and Becca Martin – Personal only – The applicant was known as a fellow Councillor. The Councillors remained in the meeting for the consideration of the item all taking part in the discussion and voting thereon apart from Councillor Becca Martin who abstained from the vote. Agenda Item 11 – Councillors Brian Cameron and MG Morris – Personal and Prejudicial – Previously declared an interest in respect of this matter. The Councillors left the meeting for the consideration of the item taking no part in the discussion or voting thereon.

RESOLVED – That no change be made to the start time of meetings of the Environmental Licensing Committee.
Members considered the start times of meetings in response to a request from a Committee member to change the start time of future meetings to 4pm. Having regard to the other commitments of Committee members and the potential clash for Private Hire Drivers who may be employed on school runs at that time it was – RESOLVED – That no change be made to the start time of meetings of the Environmental Licensing Committee.
Agenda Items 7 to 12: Members determined in considering these reports that Paragraph 12 should apply. Their view on the public interest test was that to make this information public would disclose personal data relating to an individual in contravention of the principles of the Data Protection Act. Because of this and since there did not appear to be an overwhelming public interest requiring the disclosure of personal data they felt that the public interest in maintaining the exemption outweighed the public interest in disclosing the information. RESOLVED - That the press and public be excluded from the Meeting during consideration of the following items of business, as it is likely that, if they were present, there would be disclosure to them of exempt information as defined in Paragraph 12 of Part 4 of Schedule 12A to the Local Government Act 1972 (as amended).
