(Members declarations of interest in relation to this item are set out in Minute 3 above) The Lead Member for Finance and Performance submitted a report (COFI/13/23) to inform Members of the Council Fund revenue outturn for 2022/23 (Q4) and to note the resulting position with regard to reserves. The Lead Member presented the report and a discussion ensued. The following points were highlighted during the debate: · Confirmation that there had been particular pressure around statutory services and demand-led services. · Costs of inflation had been significant, and earmarked reserves had been applied to fund that position. · Further information requested on school transport costs for those pupils travelling out of County for their education. · Concern that there appeared to be a rising number of residential placements for looked after children, but a reduction in the number of fostering placements. · Recognition that the Streetscene service was very much a reactive service, and during some difficult periods of bad weather, staff were out 24 hours a day to ensure that the highways remained open and safe at all times. · Acknowledgement that drainage systems were very historic and not built to cope with flash flooding that we now experience. · Confirmation that there had been less demand for outdoor sports pitches since the pandemic. · Suggestion that reporting methods had changed, and it was requested that bi monthly budget monitoring reports be provided to Members again. · Concerns raised regarding vacancy management and the suggestion that it was no longer sustainable. In some Departments, Officers were covering multiple posts that hadn’t been filled, resulting in additional pressures on staff. RESOLVED – (i) That the 2022/23 revenue position be noted.
