The Lead Member for Economy and Regeneration submitted a report (C0EP/42/23) outlining progress of the Plan, against its priorities and Action Plan, together with details of how the offer was being maximised and measures being taken to drive increases in City Centre footfall. The Lead Member for Economy and Regeneration presented the report and highlighted the main points within it. The Regeneration Project Manager, the Chair for Wrexham Partnership and Head of Service - Assets, Digital and Performance gave a presentation on the following:- · Wrexham Destination Management Update. · Place making Funding secured in January 2023. · “This is Wrexham” activities. · Working with national and international travel partners to host press visits. · Supporting the ongoing development of the Wrexham Visitor Centre. · Ongoing business support for tourism/hospitality operators. · A draft brochure promoting Wrexham. During consideration of the report the following matters were discussed:- · Officer discussions with colleagues across North Wales Local authorities indicated that there had been a strong recovery since Covid. · It was envisaged that there will be challenges relating to staffing and other factors affecting hospitality overheads, for the foreseeable future. · Even though there were some capacity issues within the hospitality element it has been projected that spend will likely increase by between 5-10%. a) The Chair of “This is Wrexham” explained that his Wrexham based hotel visitor breakdown of visitors was 80% domestic, 10% from Canada 6% from America, 6% from Australia and the remainder from other areas of the world. Average daily rates had increased by approximately 40%. The cost of living had been increasing but the hospitality businesses had not necessarily benefited in profitability. There had been long term capacity issues for hotels in Wrexham and occupancy rates were generally 80- 85% full. The capacity short fall was made up primarily of Sunday nights. Most accommodation was in use during Monday to Saturday and that the local hotel industry did not currently have the additional capacity in Wrexham for big events. · Wrexham Visitor Centre had consistency of opening times and flexibility to operate around events during peak times. · The Visitor Centre will be more flexible with support from operational activities that will create a standard to increase people visiting Wrexham. · Members were encouraged that the draft Wrexham Visitor Brochure included an enhanced directory for Wrexham businesses, a central map and 10 Welsh phrases for visitors to use. · There were two aspects to the tourism work, comprising of destination marketing which is before the visitor arrives at Wrexham and destination monitoring which was when the visitors have arrived. · Destination marketing is an area that needs to be improved and visitors need to be encouraged to stay longer in Wrexham. · Officers have supported travel writers who have visited Wrexham. · Although, Wrexham was short on hotel accommodation during big events, glamping and hotels in the surrounding area could accommodate some of the overflow. · Officers were working in partnership with other local authorities to promote Wrexham, as part of a wider North Wales offer · During events officers will receive visitor feedback, which will provide smarter information and evidence when communicating with Welsh Government, partners and third parties. Wrexham will provide a whole portfolio approach to help delivery with what was required for future development · It was advised that Wrexham needed to capitalise from its events, its place making Strategy and the City of Culture Bid 2029. · The Lead Member for Economy and Regeneration informed Members that the Place making Strategy contained ideas for Wrexham to become more vibrant in the City Centre and gave assurance that there was forward planning systems and infrastructure in place to cater for events throughout the area. · Members were assured that the events team carried out significant work communicating with businesses within Wrexham, with a view to enabling their access to grants and information to promote expansion of their businesses. · Officers were investigating ways of moving visitors using sustainable modes of transport. Destination monitoring will be used to provide evidence to Transport for Wales and Welsh Government, for further work in this area. · The Communities for Work team was sector based but will be targeting tourism and hospitality in the near future. · Over the last few months there had been promotional films developed and a short road show to promote the hospitality industry to pupils in schools and colleges in Wrexham. There are also two related workshops planned for teachers to inform them of local tourism. AGREED:- i) That the Committee will continue to track the future delivery of the Plan. ii) That the definitions of the project categories in the action plan be reviewed, in light of the points raised during discussion. iii) That a further update on this matter be considered in June 2024. iv) That should there be material changes to the funding around the Plan, the Chair and Vice-Chair be advised, with a view to feeding back information to the Committee.
