The Lead Member for Environment submitted a report COET/05/03s providing Members with an update on a range of activities and initiatives for sustaining and improving biodiversity across the County Borough. He also shared with Members plans for a new ‘Open Space Strategy’ and proposed process for development. The Lead Member for Environment introduced the report and in doing so thanked Officers and also paid tribute to the work carried out by Wrexham Glyndwr University in providing a report and a list of recommendations. He emphasised that for the strategy to succeed there was a need for partnership working and “buy in” from all involved. A presentation was made to Committee highlighting the following: · Wrexham County Borough Council has a responsibility for a significant number of outdoor, open spaces. · As there is such a diverse range of open spaces in council ownership, there will be different ways in which they are maintained. · It is intended that through engagement with communities we can involve people in what we aim to achieve. · Appropriate management of open spaces will help deliver realisable, economic, social and environmental benefits. · The list of open space in scope for this strategy are - Country Parks / Parks / Gardens Informal / Natural Green space Outdoor sports fields/pitches General amenity green space Play areas Allotments Cemeteries and Crematoria Public Rights of Way Grass Verges · People had started signing up online to The Woodland Pledge · Funding for woodland improvement is available and additional funding is also being sought. A discussion ensued and the following points were raised: · Concerns were raised in relation to the positioning of trees near highways and also aftercare for saplings. In the instance of trees adjacent to the highway the Council does have statutory duties to undertake. · Assurance was sought that as many people as possible were being encouraged to sign up for the Woodland Pledge. · Confirmation that opportunities for funding from various sources are being sought and to date this process had been very successful · Acknowledgement that the wildflower areas throughout the County Borough were welcomed and assurance was provided that consultation will take place regarding major schemes. · Tree planting will take place, with a view to future maintenance and benefits to biodiversity. Members acknowledged the work that is done by the team and thanked them. AGREED:- i) That an update report on the delivery of the Strategy be considered in February 2024. ii) That the Committee supports approval of the Open Space Strategy by the Executive Board.
