The Lead Member for Environment submitted a report (COET/16/22S) to provide an update on progress on actions following Storm Christophe. The Chair advised that a member of the public had contacted Members of the Committee regarding some flooding issues and the draft flood risk management plan. The email had been forwarded to Officers and they had been requested to provide a response. The Chair reminded Members that today’s Meeting was to discuss the progress made since Storm Christophe, and it was noted that if necessary, a separate report on the Flood Risk Management Plan would be added to the work programme. Officers introduced the report and gave a presentation on the Kaarbontech Process which was enabling the service to become more efficient. A debate ensued and the following points were raised: · Clarification sought regarding planned maintenance and gulley emptying. Officers confirmed that the Department would always react to urgent reports of blocked gulleys. · Frustration that on occasions, cars parked on the highway resulted in gulleys not being emptied. When this occurred, letters were left to give notice of when the vehicle would be returning and requesting that cars were not then parked on the road. · Acknowledgement that whilst the Department had a priority list of jobs, there were a number of factors which sometimes caused delays to them being completed within the desired timescales. This could be caused by circumstances such as machinery breakdowns and staff absences. In order to mitigate this, some staff had been working on a Saturday in order to complete programmed tasks which remained outstanding from earlier in the week. · The use of data from the Kaarbontech Process will allow for better management and response to drainage issues. It will also allow applications for funding to be better evidenced. · Officers were thanked for all their hard work on new systems that had been introduced to reduce the risk of flooding and respond to floods if they did occur. AGREED - (i) That the Committee welcomed the work that had been undertaken and the new procedures introduced. (ii) That improved communication with Members be introduced to highlight areas where gully clearance work could not be carried out due to access issues and when planned work had been undertaken.
