RESOLVED - That permission be REFUSED in accordance with the recommendation of the Chief Officer Economy and Planning as set out in report COEP/05/23.
Mr Jason Lewis spoke in support of the application. The Head of Planning Development Management introduced the report and informed Committee that: · The building is in a conservation area · It is a building of visual interest and has an important roof scape · Non-residential buildings require planning permission · The owners were advised by Building Control to remove chimney debris and the remains of the chimney because it was in a dangerous condition Councillor Jon Jolley (Local Member) spoke and informed committee members that the work that had been undertaken had safeguarded a leaking roof. Councillor Marc Jones (Vice Chair) spoke about the application and reminded members that Health and Safety was paramount and that the repair works had been carried out with speed to ensure that the building was safe. A discussion ensued and the following points were raised: · It was noted that unauthorised work had been carried out in a conservation area · Clarification sought in relation to other buildings in the immediate area and the need to consider Conservation Policy · Had consideration been given to Heritage Grants – could the decision made relating to this application have an impact in the future? · Concerns raised in relation to the potential cost of re instating the chimneys, queried if Heritage Grants would be available to assist with potential cost of replacing them. · Some members felt that the works caused neutral harm and degradation of a conservation area. The Head of Planning Development Management stated: · That when the roof was being repaired the chimneys could have been checked and maintained · The roof scape needs to be preserved, there are guidance notes relating to roof scape Upon conclusion of the debate, it was agreed that planning permission would be refused. RESOLVED - That permission be REFUSED in accordance with the recommendation of the Chief Officer Economy and Planning as set out in report COEP/05/23.

Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Dyw'r cyngor ddim wedi cofnodi presenoldeb ar gyfer y cyfarfod hwn.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
