The Interim Head of Service Planning Policy introduced the report and highlighted the main points contained within it. He advised the Committee that as there was a reduction in the number of units being proposed, and therefore no negative impact, the recommendation was to approve the application. The local Member, Councillor Robert Walsh, spoke in relation to the application and confirmed that he was happy to support it. Initially he had been concerned that the development would be three storeys high, but things had been done to address the concerns. He requested that the developers should be encouraged to ensure that the demolition and subsequent works are done in a way so that they are not too intrusive to neighbouring properties. The importance of communication was also highlighted to ensure that local residents were aware of the timeline for development. In response, the Officer confirmed that the developer had been asked to communicate with the residents, and in addition, one of the conditions imposed upon them required a construction management plan which should help to manage the impact of development. A discussion ensued and the following points were raised: · It was noted that the new building would be parallel to a local residential street, whereas the existing development was positioned at an angle. Officers suggested that many other buildings in the area were also parallel, so this application strengthened the overall streetscene. · Clarification sought regarding electric vehicle charging points. Officers confirmed that it wasn’t a policy requirement to insist upon developers to install charging points. · Confirmation that whilst developers were not required to sign up to the Placemaking Wales Charter, they were advised that they should have regard to it. · Request that there should be a designated Community Liaison Officer who would act as a contact for local residents to liaise with. · Confirmation that the developer would need to undertake an investigation to determine whether there was contamination on the site, and the appropriate condition would only be discharged if the Contaminated Land Team accept the findings of the investigation. · Confirmation that local planning guidance states that 1 bedroom developments are exempt from the requirement to contribute to local education as it had been found that the occupancy of those dwellings was extremely low in terms of the number of children residing in them. Upon conclusion of the debate, it was agreed that planning permission would be granted, subject to an amendment to condition 7 as follows: Condition 07: No development shall commence until a Construction Environment Method Statement has been submitted to, and approved in writing by, the Local Planning Authority. The approved statement shall be adhered to throughout the construction period. The statement shall provide for: i) the parking of vehicles of site operatives and visitors; ii) loading and unloading of plant and materials; iii) storage of plant and materials used in constructing the development; iv) measures to control the emission of dust and dirt during demolition and construction; and v) Hours of work vi) measures to limit the impact of construction works on the Nan Y Gaer and Llay Valley Local Wildlife Site. vii) Site contractor contact details RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Economy and Planning, subject to appropriate conditions.
