Apologies for absence were submitted on behalf of Councillors I David Bithell, MBE and Marc Jones. It was also noted that Councillor Bryan Apsley and Mr Steve Tilston were not in attendance.
The Chair announced that, in accordance with Section 8.3 of the Council’s Constitution, the quorum for this Committee was as follows: (i) at least four Members, including the Chairperson are present; (ii) at least half the Members present (including the Chairperson) are Independent Members; (iii) at least one Councillor is present; and that as there were no Councillors present, he declared the meeting inquorate.
