The Chief Planning and Regulatory submitted a report (COPR/11/22) Development Management Update Report The Head of Service – Planning introduced the Report on the speed of determining planning applications and decisions made by Planning & Environmental Decisions Wales (PEDW). Members’ attention was drawn to tables 1, 2 and 3 in the report. Recommendation: to note the contents of the Quarterly Performance Report.

A discussion ensued and concerns were expressed in relation to the impact of the proposed development on the Special Landscape Area. The Head of Service Planning introduced the report. Mr Howard Jones (Agent) spoke in favour of the application. Councillor Terry Evans, Joint Ward Member - (Non-Committee Member) spoke in support of the application. Councillor Frank Hemmings, Local Member, spoke about the application and sought clarification and reassurance in relation to potential noise and pollution control being controlled, particularly: · Noise pollution · Light pollution · Fumes/Air pollution Members raised concern in relation to the operational hours of the Workshop at the weekend and it was agreed that a variation to condition on operation time to an 8.00 a.m. start on a Saturday. RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Planning and Regulatory as set out in report (COPR/04/22) together with the following variation to condition: Amend Condition That a variation to condition on the operational hours of the Workshop on a Saturday to 8.00 a.m. start.

Councillor John Phillips (Non Committee Member) had no objections to the development but felt that the concerns raised by some of the residents could have been addressed through consultation with the residents. In accordance with the Local Government (Wales) Measure 2011 and the decision taken by Annual Council on 25 May 2022, Members were requested to review the proposed dates and timings of Planning Committee meetings with a view to reporting back to Council any adjustments they wished to make to the draft timetable. RESOLVED – That the timetable of meetings be accepted without amendment.
