The Lead Member for Environment submitted a report COET/16/26 which allowed the Committee to consider a proposed strategy to improve recycling and reduce waste. The Lead Member introduced the report and responded to questions accordingly thereafter with input from the Chief Officer Environment and Technical. · During the debate a number of issues were discussed, including: The draft waste strategy was presented in response to concerns regarding the Council’s performance against statutory recycling targets. Failure to achieve the required targets could result in financial penalties being levied against the Council. · A public consultation exercise would be undertaken before the draft strategy progresses to the Executive Board, alongside continued work with the Welsh Government on the waste collection blueprint. · Recycling performance had declined following the pandemic and recent industrial action, and a package of measures was proposed to improve performance towards the 70% target. It was noted that the Welsh Government was considering increasing the target to 75%. · Analysis of existing black bin waste had shown that 58% of contents were recyclable. Food waste was a considerable component of this shortfall. · Measures included the reintroduction of bank holiday collections, additional recycling bags, new recycling vehicles, reduced fees for bulky waste, increased food-waste recycling and the proposed introduction of a free opt-in garden-waste collection service from April 2027. · Ward-level analysis would be undertaken to identify variations in recycling participation and enable more targeted education and promotional campaigns. · Members supported increased recycling education in schools and communities, including further engagement with FCC and consideration of additional educational visits. · Concerns were raised regarding the financial implications of the proposals, particularly the cost of replacement vehicles and the loss of garden-waste income. Further financial information and cost-benefit analysis were requested. · Officers advised that investment in modern vehicles was necessary due to increasing repair costs and reliability issues with the existing fleet. Available grant funding would be utilised where appropriate. · The proposed free garden-waste service would operate on an opt-in basis, with at least one bin provided without charge. Evidence indicated that some garden waste was currently being disposed of in residual waste bins. Any shortfall in income will be addressed using the cash limited budget. · Bulky-waste collection arrangements were being reviewed, with consideration being given to increasing collection days to improve cost-effectiveness and help reduce fly-tipping. · Opportunities to improve the reuse shop and introduce a permit scheme for small traders at recycling centres were being explored. Work with neighbouring authorities was also suggested. · The Council would continue supporting community litter-picking groups and working with housing officers, landlords and tenants to address inappropriate waste disposal and barriers to recycling. · Additional replacement and alternative recycling trolley systems were being considered, although these were not included within the current package of proposals. · Further opportunities to recycle batteries, e-cigarettes, textiles and other materials were being explored as suitable recycling markets developed. · Recycling communications would be strengthened, including promotion of food-waste collections, battery disposal, repair cafés and other reuse initiatives were taken in areas with low food-waste participation, using operational intelligence to identify where additional support was required. · Members were advised that seasonal variations could significantly affect recycling tonnage and that annual performance provided a more representative measure than isolated quarterly figures. · It was emphasised that the discussion related to the waste strategy rather than the budget, with proposed changes to be delivered within existing cash-limited budgets or available grant funding. · Members supported the direction of the strategy and requested that future reporting include clearer information on recycling tonnages and financial implications. AGREED – That the Committee i) Thank the Lead Member and Officers for their report. ii) support the introduction of the Waste and recycling Strategy 2026 -2036. iii) Request that the issue of increasing food waste recycling receive additional emphasis in the Strategy. iv) Request that a further performance report on recycling performance be considered in June/July 2027. This report to also include relevant financial and tonnage information.
