The Chief Officer Economy & Planning submitted a report (COEP/63/26) regarding Hackney Carriage and Private Hire Licence Fees. Members considered the report and discussed the proposed fee structure. Members were advised that the Committee had previously agreed, in principle, to increase the fees at its meeting held on 18 May 2026, with the revised fees due to come into effect on 1 November 2026. It was noted that, in accordance with the statutory requirements, the proposed fees had subsequently been published for consultation and two objections had been received from licence holders. The following was discussed: • The objections received from licence holders, which highlighted concerns regarding the financial impact of the proposed fee increases on drivers and operators, particularly against a backdrop of increasing business and operating costs. • Concerns that the revised fees could place additional financial pressures on the licensed trade and potentially discourage individuals from remaining in, or entering, the profession. • Whether consideration should be given to deferring implementation of the revised fee increases to allow drivers and operators additional time to absorb the increased costs. • Clarification regarding the basis upon which the proposed fees had been calculated and the associated costs incurred by the Authority in administering the licensing regime. • Officers advised that the proposed fees had been calculated in accordance with the Council's Cost Recovery Policy and reflected the costs associated with administering and enforcing the licensing function. • Members were reminded that the Authority was required to recover the costs of administering the licensing regime and that failure to increase the fees accordingly would result in the service being subsidised by the Council. • Officers confirmed that increasing staffing, employment and operational costs had been taken into account when determining the revised fee structure. • Members considered a proposal to defer implementation of the revised fee increases. Following a vote, the proposal was not carried. The Committee subsequently approved the recommendations contained within the report, confirming that the revised fees would come into effect on 1 November 2026. RESOLVED – (i) That the responses received following publication of the proposed fee increases be considered and noted; and (ii) That the fee increases agreed in principle by the Committee on 18 May 2026 be confirmed in accordance with the Council's Cost Recovery Policy, with the revised fees to come into effect on 1 November 2026.
