The Lead Member for Finance and Asset Management submitted a report (COET/02/26s) to inform Members of the current service provision of the Enforcement Service including the challenges and opportunities that exist based on current resources and demand. A discussion ensued and the following points were raised: · Concerns had been raised by Members and the proposals contained in the report had been drafted with a view to addressing these issues. · The Committee noted that there were concerns around the split of enforcement activities carried out by the service, between parking enforcement and environmental enforcement. · It was noted that any new services had to be considered fair and proportional and that not all would welcome the proposed changes if they were introduced. · It was considered that environmental enforcement was an area where additional resources could be allocated, particularly in respect to dog fouling. It was also thought that education would play a key part in reducing dog fouling, together with increasing the role of other Council staff in reporting areas of concern. · Visible enforcement activity would be considered a benefit in improving behaviour and act as a deterrent. · A joined up approach from relevant staff for reporting instances requiring enforcement would help in identifying areas where enforcement was required. · Dog fouling was a particularly difficult area to issue fixed penalty notices. · Issues around the placement of bollards in the City Centre were not attributable to enforcement services. · Fly tipping was thought to be contributed to by the use of unlicensed operators who did not dispose of waste in the correct manner. · The provision of a camera would require kerb marking to make it fully effective. The provision of these markings would also allow for a review and possible revision of them. · The role of a camera car was supported but it was thought that the proposals on purchase costs, operating costs and future income generation required further development. · The strategy around environmental enforcement needed to clearly set out the benefits for it being pursued. AGREED – (i) That the process of gathering evidence from environment staff in relation to dog fouling be communicated to Members. AGREED - To receive a future information report, which will include an update when there are definitive plans to progress. To include, where possible details of costs together with a breakdown between spend on large and small schemes.
