The Lead Member Housing & Climate Change and Lead Member Corporate Services submitted a joint report COGC/35/26 which provide an overview of the scope of the project, progress to date and seek input from Members on future phases of the project. The Lead Members introduced their joint report and responded to questions accordingly thereafter. During the ensuing debate a number of issues were highlighted, including: • There were a number of key challenges including consultee response times, environmental constraints, and development of a new Local Development Plan (LDP). • A number of Improvements had been noted through additional resources and recruitment (including new team leads and specialist posts). • The emphasis would remain on balancing quality of outcomes with performance timescales. • Further clarity around the LDP was expected in the report being presented to Executive Board later this year. • Member training and development would continue to be important in supporting their involvement in LDP preparation. • The majority of actions within the action plan had been progressed; some were ongoing; actions relating to increase in site visits and communication with Members were being reviewed. • The appendix within the report provided more detailed information around the progress made. • The definition and use of “enabler” within the planning context was debated. • Acknowledgment of the need to clarify the threshold for “controversial” applications. • The need for enhanced communication with applicants including website and public information updates. • Ongoing work would take place around the enforcement processes and transparency. • A request was made for regular updates on appeal decisions and significant planning applications.
