AGREED – That agenda item 4 - Flintshire and Wrexham Public Services Board (PSB) Annual Report 2024/25 – be brought forward and taken at this time.
AGREED – That that the Chair send the outcome of the meeting to the PSB in the form of Chair’s correspondence, highlighting the following areas:- • To include information in the next Annual Report on how the PSB will be taking forward the Calls to Action in the Future Generations Commissioner’s report on Public Service Boards. • Request for more regular communication with County Councillors and Community Councils on the work of the PSB, including case studies from the various projects. • Consideration be given to developing joint scrutiny of the Flintshire and Wrexham PSB.

The Chair of the Wrexham and Flintshire Public Service Board (PSB) introduced the report and gave a detailed presentation which included additional information under the following headings: • Objectives • Wrexham and Flintshire PSB – An introduction and overview • Annual Report Highlights – Regional and Local Work • North Wales Partnership Landscape • North Wales Insight Partnership • The future and well-being assessments Following her presentation the Chair of the Wrexham and Flintshire PSB responded to questions accordingly, with input from the Senior Performance, Improvement and Partnerships Officer, WCBC. During the debate a number of issues were highlighted, including: • Suggestion that the Committee could be better informed regarding the progress of the PSB and would benefit from more regular updates. • The PSB sat some distance away from communities strategically and therefore there would be challenges in terms of setting a collective agenda. • The need to work collectively with all partners, particularly in terms of sharing resources and information. • The level of resources and the available time were noted as some of challenges faced by the PSB. • The need to consider the level of participation in the Children’s University from areas of high deprivation. • Social prescribing involved GPs working together to create a preventative framework for health and well-being. • The need to consider the use of technical jargon within the report and to include more constructive measures which would allow for more impactful monitoring of information. It was noted that Wrexham University were developing this. The Chief Officer Governance and Customer submitted a report COGC/78/25 which allowed Members to consider work programme of the Customers, Performance, Resources & Governance Scrutiny Committee attached at Appendix 1. During the discussion the following changes were suggested and subsequently approved: • Arrangements for Commissioning Services – acknowledged referral from Governance & Audit Committee in July – awaiting Topic Selection Form from Chair of GAC to schedule on the work programme (sometime in the New Year). It was also agreed to request that the following items on the work programme are scheduled for consideration prior to submission to the Executive Board (in line with guidance provided at the Budget Scrutiny training session held that morning and the recent Peer Panel Assessment recommendations regarding pre-decision scrutiny):- • Q2 Council Plan Performance Report • Budget Saving Monitoring 2025/26 (to enable any recommendations to feed into the budget setting process in January 2026) • Revenue Outturn Report 2025/26 Chair and Vice-Chair to discuss with Officers and Lead Member and report back to next meeting. • Change Programme Update – deferred from October to 20th November 2025. • Planning Governance Update – deferred from November to 11th December 2025 • Hybrid Working Policy – costs of implementation of the new policy to be included in the Workforce Monitoring Report scheduled for the meeting on 11th December 2025.
