(Members declarations of interest in relation to this item are set out in Minute 63 above) The Chair welcomed Mr Darren Jacks to the Meeting, who spoke against the application. The local Member, Councillor Brian Cameron addressed the Committee and highlighted a number of concerns he had with the application, particularly with regards to a lack of consultation. He also referenced the potential impact on the health and wellbeing of the children and staff, particularly those with breathing difficulties/asthma. The Officer presented the report, and in doing so, displayed plans of the site to assist with his presentation. He also referred to the addendum during his presentation. A discussion ensued and the following points were made: · It was suggested that the proposed development would not give rise to concerns relating to visual amenity, noise, pollution or highway safety and that it complied with the relevant UDP policies. Officers therefore recommended that delegated authority be granted to the Interim Chief Officer to approve the planning application, subject to confirmation from the Welsh Ministers that they did not intend to call it in for their own determination. · Confirmation that Public Protection Officers had visited a similar site and were satisfied that any noise impact would be minimal. They were of the view that the boiler would not generate noise outside the site as it would be housed within an existing building and were also satisfied that the School was located at a sufficient distance to ensure it would not be adversely impacted. · Members were referred to the report, which set out the context of the application and explained why planning permission was required. Officers clarified that only the fuel chip hopper element required permission, and that the applicant could install a new boiler and flue without consent. · Members expressed concerns that, if the flue were lower than the two storey School building, certain wind directions could prevent the effective dispersal of particles, as the building could act as a barrier. · Concern that the report lacked sufficient detail to provide assurance that pollutants would be adequately dispersed and there was no information or conditions relating to the monitoring of fine particles or fuel quality which made it difficult for Members to make an informed decision. RESOLVED – That permission be refused. Reason: Insufficient information has been submitted to demonstrate that the development would not give rise to unacceptable pollution. The proposed development is therefore contrary to policy GDP1(f) of the Wrexham Unitary Development Plan.
