The Officer presented the report, and in doing so, displayed plans of the site to assist with his presentation. He also referred to the addendum during his presentation. A discussion ensued and the following points were made: · In terms of siting and appearance, the application was reflective of the scale and appearance of existing buildings within the site and was well screened by vegetation and in keeping with the character of the area. · The application was accompanied by a Noise Impact Assessment which concluded that the development was not expected to have an adverse impact upon the living conditions of nearby residents. · The Air Quality Assessment, which had been submitted with the application, highlighted that there would be some risk of dust from the site, but a low risk to health. · Confirmation that the applicants were proposing a one-way entry into the site. Whilst there were no highway concerns and visibility was deemed appropriate, the addendum outlined several measures for the developer concerning signage and operation of the one-way system. · The Chair spoke in his capacity as local Member and highlighted a number of concerns, particularly relating to the potential for noise issues during the middle of the night. He pointed out the importance of ensuring that the Construction Environmental Management Plan was compatible with the site operating on a Sunday. · Clarity sought regarding the UDP and the LDP. Officers confirmed that an All Member Workshop would be arranged to provide further information on this issue, but he pointed out that there were a number of policies within the UDP which could still be referred to as they weren’t out of date. · Suggestion that a Noise Management Plan could be added as a condition, which would set out a series of measures to be implemented to manage noise. · Concern expressed in relation to the additional traffic that would be generated during peak times. Officers advised that the 14 additional two-way trips was unlikely to have any impact upon the local highway network in terms of congestion, but it was noted that a condition that had been added to the service delivery management plan regarding the issue of HGVs stacking up at the site entrance.
