Motion 5i Members considered a Notice of Motion in the following terms proposed by Councillor Jerry Wellens and seconded accordingly: “Over the course of the past three years, the influence and importance of Scrutiny Committees has diminished in importance in the eyes of this Administration. In certain Committees, we have often seen the Executive Board’s timetables override those of Scrutiny to the extent that the Committees’ effectiveness is reduced to a post-decision review of decisions already taken. More seriously, we have recently seen detailed Scrutiny recommendations on a draft report on Hybrid Working Policy ignored – contrary to 7.18.4 of the Constitution – without any explanation of the reasoning behind the Administration’s rejection of its findings. Effective Scrutiny Committees are crucial to the operation of Local Authorities. In the words of a 2014 Audit Wales report, “Effective scrutiny can improve the evidence base for decisions on the allocation of resources as well as ensuring that decisions are transparent and in accordance with the needs of the local community.” There is significant concern that these benefits are in danger of being lost as the Scrutiny process loses priority in the eyes of the Administration. It isn’t – or shouldn’t be – a fly to be swatted away. Scrutiny does not belong to the Administration; nor to Members; nor to Officers: it belongs to the Residents of Wrexham and should be respected as such. Consequently, the Council shall: Acknowledge the importance of the Scrutiny process and commit to ensuring the Constitutional role of the Committees is promoted and respected; and Appoint a Task and Finish Group under an appropriate Committee to review the current Scrutiny process and make recommendations to restore Scrutiny to the forefront of Local Government in Wrexham. It is requested that the Task & Finish Group reports its conclusion and recommendation(s) within the next 6 months.” RESOLVED – That in light of the recently published peer performance assessment report which included a recommendation in relation to improving the approach to scrutiny and the contents of the motion presented today, under paragraph 4.21.3(b) of our constitution, the subject matter be referred without discussion to the Constitution Working Group for consideration and report. The Mayor stated that she had had a very busy few months in Wrexham and it had been a great privilege for her to be involved in so many events that had taken place since her term of office began, including, Wales in Bloom, the 80th anniversary of VE Day and hosting the National Eisteddfod and the Annual Regimental reunion. She thanked those who had supported these recent events. The Mayor advised that she had also recently attended the annual service to commemorate the 91st anniversary of the Gresford colliery disaster. It had been heart-warming to see the service still so well attended and it had been an honour to meet some of those whose family members were directly affected by the disaster. The Council had recently been invited to send a delegation of 3 people to Markischer Kreis, one of our twinning partners, to celebrate the 50th anniversary of the region. The Mayor congratulated Councillor Trevor Bates for his involvement in the organisation of the international sheepdog trials at the Brynkinallt estate, Chirk.
