The Operational Manager for Accountancy presented the report, which provided Members with provisional outturn figures for the Council, following the end of the financial year. The Vice-Chair made the point that certain savings proposals listed in the report were ones which were not subsequently taken forward, and that this could be made clearer to Members in the report. The Chair moved a recommendation that, due to the severity of the situation regarding school budgets, the Committee writes to Welsh Government requesting that the process of reviewing the funding model under which Local Authorities were funded by Welsh Government for schools, be sped up. Following a suggestion from the Leader, the Chair agreed that it would be helpful for Committee to receive further information regarding Additional Learning Needs (ALN) consequential funding, and for the Leader to circulate documents relating to this to the committee, as well as the Welsh Local Government Association (WLGA) being invited to provide an all-member briefing on the topic. Following discussion of the item, Committee RECOMMENDED – (1) T H A T the contents of the reference and report be noted (2) T H A T Finance Officers include in future Revenue Monitoring reporting a breakdown of whether savings proposals are still being pursued, are on hold, or have been found through other avenues. (4) T H A T the Leader forward information relating to Additional Learning Needs consequential funding to Members of this Committee. The Operational Manager for Accountancy presented the report, which provided detail on the outturn position for the Capital Programme 2025/26. The overall position on the revised 2025/26 Capital Programme was a variance of £18.952m against an adjusted Programme of £92.717m. Despite capital schemes facing continued challenges due to significant cost increases, resulting in delays to projects, and major shortage of resources in many areas, it was pleasing to note that the 2025/26 Capital Programme outturn was £73.765m and this was outlined by Directorate in the report. The Chair welcomed the detailed information provided to Committee regarding the slippage in the Programme, around why schemes may need to be slipped into the following financial year, and the work being done with Project Managers to assess the likelihood of projects being delivered on time, and within budget. The Chair requested that Committee continue to receive this level of detail going forward. The Operational Manager (and Statutory Head of) Democratic Services presented the report, which proposed to further develop the existing support available to residents following a bereavement, in line with the Council’s aspiration within Vale 2030 of “supporting and protecting those who need us”. The Registration Service’s proposals included the development of further resources and materials to signpost residents to support available for people who had experienced loss, the introduction of a Civil Funeral Service, and providing a committal service for public health funerals. Although Committee broadly welcomed the proposal, Councillors Carroll and Dr. Johnson raised some concerns over the potential for impact on independent local providers already operating in the market. The Operational Manager advised that it was not the intention to market the proposed service in a commercial sense, or to actively compete with existing providers but to offer an alternative provision in terms of its resilience, bilingualism and affordability. They further advised that there had been regular dialogue with wider market partners including local Celebrants on how to work collaboratively and in a joined-up way. The Chair asked whether any death registration services could be delivered in the community, for example, by visiting residents at home, to further assist bereaved people at a difficult time, and recommended that this, as well as the concerns around the potential impact on existing local Celebrants, be considered by Cabinet. Following discussion of the item, Committee RECOMMENDED – (1) T H A T the proposals around enhancing support to residents be endorsed, and that the report and remaining Recommendations (3)-(6) within the report be referred to Cabinet for their consideration and approval. (2) T H A T the additional recommendations of the Resources Scrutiny Committee below also be referred to Cabinet for their consideration alongside the report. (3) T H A T Cabinet consider the potential impact the proposals could have on the businesses of local Celebrants already providing a similar service. (4) T H A T Cabinet consider whether death registration services could be provided to residents within local communities. Reasons for recommendations (1) To reflect Committee’s support for the proposals and to progress the matter to Cabinet for their consideration and approval. (2) To make Cabinet aware of the views of the Resources Scrutiny Committee. (3) Due to Committee's concern that local businesses were not adversely affected by the proposals. (4) To explore whether residents could be further supported in this way.
