.1 Apologies for absence were received from Cllrs Jason O’Connell, Rose Seabourne, Colette Thomas and Jayne Watkins.
.1 There were no declarations of interest.
.1 The minutes were confirmed as an accurate record.
.1 The committee noted the content of the action sheet.
.1 The Strategic Director Resources outlined the report seeking the designation of a new Head of Democratic Services for the Council. 5.2 Whilst the committee had no objection to the appointment under consideration, members expressed concern about the lack of communication to Members when senior officers leave or are appointed. They noted that Members were often unaware of officer changes, resulting in uncertainty over responsibilities and points of contact. The Committee felt that Members should be formally informed, for example via Democratic Services, when officers leave or take up new post, or such changes should be routinely communicated to Members via reports or agendas. The Committee agreed that an updated list of key officer contacts for Members would be beneficial. 5.3 The Strategic Director Resources acknowledged Members’ concerns, noting that ongoing organisational changes, including the move toward a federated arrangement and the recruitment of a joint Director of Economy, would continue to result in staff changes. He agreed that Members needed clearer communication regarding officer changes and key contacts and would review arrangements with colleagues to improve information sharing with Members. 5.3 The Committee agreed to designate the Business and Democratic Support Services Manager as the Council’s Head of Democratic Services.
.1 The Business & Democratic Support Services Manager & Head of Democratic Services outlined the report which invited the Committee to comment on the attached draft Member Satisfaction Survey and suggest any changes or additions they consider appropriate, before agreeing its content in advance of the survey being circulated to all Members this year. 6.2 Discussion ensued and focused on the design and usability of the survey, particularly the balance between numerical scoring questions and free-text responses. Some concern was expressed that certain questions appeared too broad or open to interpretation, and that greater use of structured or multiple-choice options might make the survey easier to complete and encourage higher response rates. It was suggested that more specific or clearly defined questions could help members provide clearer feedback. Officers explained that while scoring questions allow statistical analysis, free-text responses are essential to understand the reasons behind ratings and to identify specific issues and potential solutions. It was also clarified that the appendix showed the questions rather than the final online layout, and that in practice some areas would be presented as separate questions. 6.3 A significant part of the discussion related to ICT and SRS support, with concerns raised about ongoing technical issues and delays in resolving them. Issues around access to suitable confidential spaces for members were also highlighted. Officers reminded the Committee that SRS was available to provide IT support in the Member’s Room for every Full Council meeting. With regards to confidential space for members, the Committee was also reminded that private rooms were available for Member’s use on Floor 1 of the Civic Centre. 6.4 The committee discussed the importance of survey participation, noting that low response rates undermine the reliability of results and limit the ability to identify widespread issues. Members stressed that improvements can only be made if feedback is provided and that encouraging colleagues to complete the survey is crucial. Comparisons were made with other processes such as Member’s Small Scheme’s applications, where high compliance is achieved, suggesting the survey should be treated with similar priority. 6.5 Officers confirmed that survey results would inform an action plan to be reported back to the committee and emphasised the need for support from committee members and group leadership to promote completion. 6.6 Overall, the Committee was satisfied that the survey should proceed and agreed to approve the draft survey for circulation, while recognising the importance of maximising participation and ensuring that feedback leads to meaningful action. 6.7 The committee considered the draft survey questions presented in Appendix One to the report and agreed that the survey be circulated to all members for completion.
.1 The date and time of the next meeting would be agreed in due course and members of the committee would be notified.
