3.1 The minutes of the meeting held on 28 January 2025 were confirmed as an accurate record.
4.1 All actions had been completed and Members agreed to note the action sheet.
5.1 The Leader, JCE and HoC presented the Council’s proposed Deal with the community, outlining the communications and engagement strategy. The presentation covered the Council’s commitment as a Marmot Council, the five missions, and the engagement plan phases. 5.2 Members questioned the Leader, HoC, DCE, SDR, SDC&FS and JCE, who responded as follows: • The Council’s approach was based on equity, not equality; using the principle of proportionate universalism. Resources were allocated according to the specific needs of each community, rather than giving every area the same amount. The data would inform grant programmes and support, with a shift towards empowering community groups through direct funding. • The importance of early identification and intervention could not be underestimated, especially through the work of the Play Service and volunteers. Schools were being developed as community hubs, and early years/family support projects were key, so too was partnership working with health services. • Torfaen and Blaenau Gwent Council’s would have their own Deal, but both had signed up to the Marmot Principles and had similar priorities. Both County Plans focussed on thriving communities and close working with residents. Full alignment was not essential for joint services to succeed; flexibility existed within the Federation. • The shift of funding to early intervention helped manage demand and prevented issues from escalating. The engagement strategy, especially the 'You Said, We Did' approach, was designed to build trust. Devolving budgets and showcasing success with community-led projects would further build trust. • The Deal was a journey; it was not the finished product. It will only be a true Deal when partners and communities have had the opportunity to co-produce and shape it. People cared about outcomes, not processes, and engagement had to be meaningful and relevant. • Communications used a broad range of channels, both online and offline. Community newsletters were delivered to every household, and Officers were equipped with slide decks for group engagement. • Communication was pushed through the use of owned and non-owned channels, including social media (Facebook, Instagram, TikTok etc.), press releases, and newsletters. The Council tailored its approach to reach different demographics. • Feedback was captured via the 'Get Involved' platform, which aggregated input from face-to-face and online engagement. Positive case studies and examples were shared across all channels to demonstrate impact. • Whilst the Committee should have overall oversight of the Deal, other Scrutiny Committees could examine specific missions. • Success would be measured at both micro and macro levels, using a performance and assessment framework. Indicators included community satisfaction, trust, staff satisfaction, reduced demand on statutory services, financial savings, and the number of co-produced services. • Members were key in leading the work. Training and resources would be provided, and they were encouraged to use their own channels to communicate about the Deal. • The HoC agreed to send the updated slides to Members after the meeting. 5.3 The Chair thanked the Leader, HoC, DCE, SDR, SDC&FS and JCE for their contributions. They then left the meeting. 5.4 Recommendations On completion of their scrutiny activity, the Committee concluded by offering the following recommendations and comments for consideration:- Recommendation 1 With one of the key missions being Mission 1 – Early Years Building Bright Futures, members stressed the importance of seeking the views of those in schools and early years settings, as part of the communication and engagement activity. Recommendation 2 Members recommended the language and terminology used during engagement should be appropriate to the audience and tailored to the specific community group being approached for views. Members gave examples of businesses, schools and older 50s forums as such groups that this would apply to. Recommendation 3 The committee recommended the calendar of communication and engagement events be shared with members in advance, for their awareness and to facilitate the ability to promote public engagement opportunities within their communities. Recommendation 4 Members acknowledged the strategy was an evolving piece of work and with this in mind, they recommended: • Further testing of the wording of the Deal’s 5 Missions, in order to gain community buy-in; and • Reviewing the questions to be posed to the community as part of the engagement process, to ensure they are appropriate and not repetitive. Recommendation 5 It was recommended the governance frameworks be reviewed to allow appropriate scrutiny of the impact of the Deal and progress against its missions. This would be specifically important around monitoring of the grant-funded community-run projects / schemes. Recommendation 6 The committee stressed the importance of a suitable and robust set of measures being identified and monitored to ensure the impact of the Deal can be clearly demonstrated. This performance information, where possible, should be further evidenced with case studies to be able to provide a strong message to our communities that “you said, we did”.
6.1 The date of the next meeting was confirmed to take place on 23 October 2025. 6.2 The meeting ended at 4.05pm.
