.1 There were apologies from Councillors Steven Evans, Joanne Gauden, Gaynor James & Peter Jones.
.1 There were no declarations of interest at the start of the meeting. During the discussion on urgent and emergency care / hospital discharge, Councillor David Williams declared a personal interest as he had a parent in hospital awaiting discharge.
.1 The minutes of the previous meeting held on 16 April 2026 were confirmed as an accurate record.
.1 The TLS explained that there were no outstanding actions and the Committee noted the action sheet.
.1 The TLS presented the report and reminded Members to consider if they were satisfied that progress had been made against the recommendations and if they were happy to remove the items from further annual monitoring. 5.2 The Chair went through each item and allowed Members to ask questions, for which the following responses were provided by officers. • In relation to Information, Advice and Assistance Flow Through the System, a Member asked for an update on recommendation 6, which related to sourcing funding to support additional training as part of the redesign. It was confirmed that the training had been commissioned and delivered. Senior leaders, team leaders and assistant team leaders had attended change management impact training, with further training to be rolled out as the redesign progressed. • In relation to the Supplementary Chapter on Libraries, a Member asked when the actions associated with recommendations 2 and 4 would be completed. It was advised that a communications plan linked to recommendation 2 was expected to be developed by the end of the summer and would include examples of activity, such as proposed beverage provision at Cwmbran Library linked to employability funding. It was also confirmed that recommendation 4 had not yet been specifically addressed and would need to be picked up. The TLS reminded Members that the item was not an opportunity to scrutinise new information. • Members requested that recommendation 4 of the Libraries item remain on the monitor, particularly in relation to neurodivergency. It was also suggested that Members receive information when activity had taken place so that they were aware of any new or changed provision. The Committee agreed that the other recommendations under this item could be removed from the monitor, with recommendation 4 remaining subject to further monitoring. • In relation to Community Safety, a Member queried whether limited progress had been made on the recommendations. It was clarified that the mapping work was in progress and that the Community Capacity Team was developing a consolidated list of activities with TVA. It was further explained that some activity would always be ongoing, and that whilst measures relating to recommendation 3 had been put in place, the full outcomes and impacts had not yet flowed through. Members were reminded that items removed from the annual monitor could still be selected for future scrutiny through the visioning process. • In relation to the Third Sector Major Grants Review, a Member noted that the table did not appear to show a response to recommendation 1. It was clarified that this was an oversight in the table. Members also observed that the number of declarations of interest during the original scrutiny item had limited the extent of scrutiny, and that consideration should be given in future to how such items were framed, including whether a cross-cutting approach may allow wider Member involvement. 5.3 The Committee noted the updates and clarification provided. Members agreed that recommendations where they were satisfied with progress could be removed from further annual monitoring, subject to recommendation 4 from the Libraries item remaining on the monitor for further update.
.1 The TLS presented the report and reminded Members to consider if they were satisfied that progress had been made against the recommendations and if they were happy to remove the items from further annual monitoring. 6.2 The Chair went through each item and allowed Members to ask questions, for which the following responses were provided by officers. • In relation to the Digital Strategy Review, a Member asked about the AI Leadership Programme, including what it involved, take-up and whether it was open to Members. It was advised that take-up had been very good and additional cohorts had been arranged due to demand. The programme was aimed at officers, including team leaders, and was designed to support different thinking around service design and delivery rather than only using AI for personal productivity. It included hands-on sessions with colleagues from SRS, including work on Copilot, Copilot agents and approaches to improving storytelling. The programme was currently for officers, although wider rollout and Member involvement could be considered as part of future discussions. • A Member commented that, given the current relevance of AI, the Committee should consider whether this should be picked up through scrutiny or a Member seminar, and asked that Member involvement be considered going forward. Members indicated they were satisfied with the progress reported on the Digital Strategy Review. • In relation to Urgent and Emergency Care Flow Out of Hospital, there was a question of whether there had been further development of seven-day discharge arrangements and noted that this may be more appropriate to raise outside the meeting. Another Member asked whether the item should continue to be monitored given its importance and ongoing nature. Officers indicated support for continued monitoring and advised that flow out of hospital could also be considered as a distinct item through the visioning process, potentially requiring partnership-based scrutiny. The Committee agreed that this item should remain under monitoring and be considered further through the work programming process. • In relation to Temporary Accommodation and Long-term Crisis, a Member noted that the update stated that work relating to Street House was continuing but that the planned report to scrutiny had not progressed due to changing Council priorities. It was suggested that this should be picked up through the visioning process so that Members could consider whether the issue was being addressed effectively. The Committee agreed that the item should remain on the monitor until it had been considered through a scrutiny meeting. • In relation to Torfaen Learning Disability Services, a Member noted that some activity in the update was still to take place, including a training workshop for practitioners on recording the voice of the person on documentation planned for autumn 2026. The Member suggested that the item should remain on the monitor until all actions had taken place and invited an officer update. It was advised that the update had been prepared at the beginning of the financial year and that progress had taken place since then. CIW was expected to return to Torfaen within the next couple of months to monitor progress against the actions. Officers confirmed that the specific actions had now been taken forward and concluded, and that an updated action plan could be provided. Members were also advised that a change in legislation relating to deprivation of liberty of adults affected one of the actions, which would be reflected in the revised action plan. Members indicated that they were satisfied that action was progressing and agreed that Torfaen Learning Disability Services could be removed from annual monitoring, with any further consideration picked up through the Committee’s own scrutiny programme and reporting arrangements. The Committee noted the updates and clarification provided. Members agreed that items where they were satisfied with progress could be removed from further annual monitoring, subject to Urgent and Emergency Care Flow Out of Hospital and Temporary Accommodation and Long-term Crisis remaining on the monitor for further consideration. 6.3 The Committee noted the updates and clarification provided. Members agreed that items where they were satisfied with progress could be removed from further annual monitoring, subject to Urgent and Emergency Care Flow Out of Hospital and Temporary Accommodation and Long-term Crisis remaining on the monitor for further consideration.
