.1 There were no apologies received.
.1 The following interests were declared: • Councillor Stuart Ashley declared a personal interest in agenda item 5 as a Member of Cwmbran Community Council who had been consulted on the application. He declared a further personal interest as a Member of Torfaen Friends of the Earth. • Councillor Jon Horlor declared a personal interest as a Member of Pontypool Community Council.
.1 The minutes of the meeting held on 20th August 2025 were confirmed as a true and accurate record.
.1 The Head of Legal Services presented the report which proposed amendments to the scheme of delegation for planning matters, to reflect the Council’s new organisational structure. The amendment to the scheme of delegation removed the Strategic Director, Economy and Environment as delegated decision maker in respect of some functions which were listed in the report and appointed the Joint Director, Neighbourhoods and Environment to those functions. It was noted that the delegation to the Group Leader, Development Management remained unchanged. The Head of Legal Services also noted that the Monitoring Officer, Joint Director (Neighbourhoods and Environment), and Acting Joint Director (Economy and Place) had been consulted and were in agreement with the amendments. 4.2 Members unanimously agreed to approve the change to the Scheme of Delegation for Planning Matters.
.1 The Principal Planner presented the report to Members which included minor amendments to the scheme and made the following points: • There were still concerns regarding the accessibility of Pentre Lane, specifically the lack of a swept path analysis for certain bends and the impact on hedgerows and trees. • The Council’s Highways Officer was broadly content with the access and egress points, but clarification was needed regarding the size of vehicles considered in the analysis. • The site was within a Special Landscape Area, Green Belt, and Green Wedge. • Planning Policy Officers felt that the justification for site selection was insufficient given its location within a Green Belt/Green Wedge and alternative sites should be first considered. 5.2 Members remained concerned with the proposal particularly around the environmental impact and the effect of heavy vehicles on the local highways and residents. They raised the issue of traffic management at the Newport Road junction and along Pentre Lane, highlighting the narrowness and advisory signage against HGVs using the road. 5.3 In response to questions and concerns raised by Members, the Principal Planner gave the following responses: • The Council’s Highways Officers had no objection in principle to the use of Pentre lane to access the site as it was an adopted highway. The main concern was ensuring safe access, which was why a swept path analysis was requested. Conditions such as a Construction Environmental Management Plan and timing of vehicle movements would be used to mitigate impacts. • The ecologist found some ecological benefits, with mitigation for hedgerow loss and potential habitat improvements for bats. • The site was not currently a nature reserve; such designation would require landowner agreement and was outside the planning process. • There were a number of Public Rights of Way on the site and one of which would need to be partially diverted. • There would be challenges with traffic at the Newport Road junction and along Pentre Lane, with the HGV’s having to swing on to the other side of the road to gain access which would require stopping and managing traffic. Along Pentre Lane vehicles could use the passing bays. The Council’s Highways Officers believe that disruption would be minor if managed outside peak times, but the concerns were noted for the Inspector’s consideration. 5.4 Members agreed to note the report.
.1 The Group Leader, Development Management presented the report, displaying photographs and plans of the site and he made the following points: • The application relates to a property within the World Heritage Site but outside the conservation area. • The proposal was for a part two-storey, part single-storey rear extension and two small dormers to provide office space in the roof space. • No objections were received from consultees or neighbouring properties. • The design was considered acceptable and in line with the design guide for the World Heritage Site. • The Council’s Heritage Officer raised no objections. • The application included a proposal for one sparrow box to the north elevation. 6.2 Members unanimously agreed to approve the application subject to the conditions laid out in the report.
