3.1 The minutes of the meeting held on 23rd July 2025 were confirmed as a true and accurate record.
4.1 The Planning Consultant (RL) presented the report to Members in detail and displayed photographs and plans of the site. 4.2 The Planning Consultant stated that since the publication of the report, the Applicant had agreed to accept the restriction that no dispensing of prescription medication could take place at Unit 3A. If Members were minded to approve the application, the restriction could be added as a condition to the application under delegated powers. 4.3 Members commented: • That the site was in a convenient location which you could walk and cycle to quite easily and it was in walking distance of the town centre. • The pharmacies in the Cwmbran locality were presently viable, and they agreed that it would be good to restrict the use of dispensing prescription medication in order to protect the other pharmacies in the area. • They were pleased to see a proposal to bring an empty shop back in to use. 4.4 Members asked a series of questions, and the following responses were given by the Planning Consultant: • Even though the unit was in walking distance to the town centre, National Policy deemed anything over a 200m – 300m distance from a town centre as an out-of-town location. The unit subject to this application (Unit 3A) was over a 300m distance. • As the unit was deemed to be located in an out-of-town location, there was more control over the uses of the units. • The unit could be used as a space for a pharmacy within the current restrictions covering the Retail Park, however because the proposal submitted was for a specific unit and retailer, restrictions were able to be applied to prevent a pharmacy being opened in this specific unit. • The proposal was for 590 sqm of net floorspace to be used for a specific range of goods and this was in addition to the 5,233 sqm of retail floorspace across the whole Retail Park. The Applicant could already use the floorspace without the need for Planning Permission, however because they had a prospective tenant they wanted certainty of being able to sell a specific range of goods from that specific unit rather than rely on the more fluid general restriction that applied to the whole retail park. 4.5 Members unanimously agreed to approve the application subject to the conditions laid out in the report including the amendment to condition 1 to add that no dispensing of prescription medication should take place at Unit 3A.
5.1 The Principal Planner presented the report to Members in detail and displayed photographs and plans of the site. 5.2 Members stated that they still had grave concerns with the proposal and the visual impact it would have on the Blaenavon World Heritage Site and the Brecon Beacons National Park. They felt that the traffic and the construction works would have a detrimental impact on the landscape. They thanked the Planning Officers for their hard work on this and asked that their comments be passed on to PEDW. 5.3 Members agreed to note the report.
