Does dim crynodeb o'r cyfarfod hwn eto. Caiff crynodebau eu hysgrifennu pan fydd y cyngor yn cyhoeddi'r cofnodion, sef ei gofnod swyddogol o'r hyn a benderfynodd cyfarfod. Maen nhw fel arfer yn ymddangos ychydig wythnosau ar ôl y cyfarfod.
.1 There were no apologies received.
.1 Councillor Stuart Ashley declared a personal interest in agenda item 4 as a Member of Cwmbran Community Council who had been consulted on the application and as ward member.
.1 The minutes of the meeting held on 19th May 2025 were confirmed as a true and accurate record.
.1 The Planning Consultant (RL) presented the report to Members in detail and displayed photographs and plans of the site. 4.2 The Planning Consultant informed Members of a correction in the Committee report relating to the anticipated construction period. The report stated that the construction period would be between 12-18 months, however the Developer had amended this to an anticipated 12 months. 4.3 Since the publication of the report comments had been received from the Council’s Landscape Officer, they stated that the proposed gradients appeared acceptable, they had no objections to the clearance of the existing shrubs, the proposed footpath was away from any significant tree growth, however some form of restriction at the towpath might be necessary to control or slow movements of cyclists going on to the towpath. Members were also asked to note the Council’s Footpaths Officer also supports the proposed footpath diversions. 4.4 Members asked a series of questions, and the following responses were given by the Planning Consultant: • Officers had considered how suitable the route was for disabled people and 16 alternative routes had been explored. The proposed route was the best option, although it was not thought to be compliant with disability regulations and less than ideal, but it was considered the best option available and would only be needed temporarily whilst the towpath was closed. • The proposal was not meant to control the use of off-road motorbikes and that would be controlled by other legislation. • Torfaen Access Forum were consulted; however, no response was received for this particular application. However, their comments submitted in relation to the previous application to construct the bridge were referenced in the current Committee Report. • The proposed route would take pedestrians/cyclists off the tow path, into the existing residential estate (Wrens Nest 1), on to Five Locks Road and then back up to the tow path at Five Locks. • Signage would be erected giving advance warning of the tow path closure so people could choose which route they wanted to take, they could use the new proposed route or could leave the tow path at an earlier exit point and access the active travel route on Cwmbran Drive. Signage would also be provided to guide pedestrians and cyclists along the diversions. • There were existing bins and seating within the residential site which would adequately serve the new route. • It was not proposed to create maps for the proposed footpath route as the Developer would be installing 29 useful signs giving advanced warning and then providing directions. • The Developer had sought advice from Canal and River Trust on the design and content of the signs. • The issue with cars parking on pavements on Five Locks Road and Lowlands Road was an existing problem and was an issue that the Developer could not control. This would need to be taken up with the relevant enforcement authorities. • The surface of the footpath would be compacted gravel edged with timber and laid at a slight gradient to allow drainage so would unlikely require maintenance, however if there were any issues it would be up to the Developer to rectify. 4.5 Members unanimously agreed to approve the discharge of the condition based on the preferred options P, F and G as set out in the Temporary Prohibition of Pedestrians Statement and the Arboricultural Assessment Report.
