6.1 The Director - Financial Services presented the report to Cabinet in detail, providing updates on the Council’s financial results in relation to its revenue budget, capital programme and reserves position. 6.2 6.2 The Leader thanked Officers for the positive report. He felt that it was a real achievement that the Council were able to deliver the complex services it provides within 0.1% of the budget, which was set at the beginning of the year, he felt that this was achieved due to the calm and comprehensive way in which the Council confronted difficult times. Many of the services the Council run were complex and were difficult to budget for, due to aspects such as unpredictably of demand. The Council worked on the budget corporately and issues were then able to be resolved together. He was pleased that 99% of mitigations had been delivered. The Leader felt that it was important to take time to set the budget and the Council used the whole year to work on it, this was to ensure that the mitigations proposed were achievable and it avoided in year situations which could be destabilising. He felt the work the Council had done with its schools was worth noting as they have been able help them deal with the difficult budget situation that they have also had to face. He felt that the approach the Council took to setting the budget played a huge part in allowing it to set the lowest or equal lowest Council Tax in Wales for the last three years. The Leader stated that looking to the future the Council faced a challenge in revenue and capital. The challenge in relation to capital was how to finance the projects that the Council wanted to do. Consideration was also needed to be given on how to meet the challenge of decarbonisation and net zero, this was a challenge for all councils and public services. The Leader concluded by stating that it was the Director’s last Cabinet meeting before retiring. He stated that the way the budget and previous budgets had been delivered was a huge testament to his character and the way he was respected across the Council. His calmness exudes across the Council which helped get in the best financial position possible, to close dauting budget gaps and deal with difficult situations. He was trusted across the Council and was renowned for being very clear, open and approachable which was greatly appreciated. The Leader on behalf of the Cabinet wished him a happy retirement and thanked him for all his work over the years. 6.3 Cabinet agreed to: · Note the out-turn position for 2023/24 · Approve the contributions to reserves as outlined · Approve the rationalisation of the corporate reserves as outlined · Re-approve the reserves policy
7.1 The Executive Member for Economy, Skills and Regeneration commented that as part of project Apollo, a review of all Council owned assets had been undertaken and the former Abersychan Library and Fairfield House were identified as surplus to Council requirements. It was proposed that both building were sold, which would not only generate a capital receipt for the Council but would also enable the Council to make a saving associated with the annual running costs of the buildings. 7.2 Cabinet agreed: · To approve the site of the former Abersychan Library and Fairfield House be declared surplus to Council requirements with effect from the date of this report. · To authorise the Council’s Asset Management team to undertake a market disposal of both properties · To grants specific delegated authority to the Executive Member for Economy, Skills and Regeneration to determine any issues pertaining to the market disposal of both properties that will require member approval, and specifically the disposal price.
