1.1 There were no apologies to note.
2.1 Mr. Kelleher declared a personal interest as he was in receipt of a small pension from Torfaen County Borough Council.
3.1 The CE outlined the report and provided an update on the draft Annual Self-Assessment and Well-being Report 2022/23 to enable members to make recommendations for any changes to the conclusions or action the Council intended to take. 3.2 It was highlighted that this report held significant importance for Torfaen County Borough Council as it played a crucial role in shaping the council's culture. 3.3 Following questions from the Committee, the CE made the following points: • Whilst not specifically mentioned, the report served as a reflection of all scrutiny that had taken place throughout the year. The B&DSSM added that there was a 12-week performance cycle in place which would identify any consistent issues being raised, in addition to the annual complaints report. • A wide range of engagement had occurred with regulatory boards such as CIW and Estyn, as well as with ambassadors, residents, and customers via surveys and consultations. • There had been a positive and productive meeting undertaken with the Future Generations Commissioner which was felt to have introduced a fresh new perspective. • All service areas were actively addressing the objectives within the report whilst responding to the fullest extent of their capabilities with the resources currently available. • Communities were engaging in prevention work in order to reduce the amount of intervention work needed. • Communities were being approached innovatively to promote power-sharing and closer collaboration, facilitating a more accurate discovery of area priorities. This approach would help produce a tailored response to issues whilst focusing resources. • The role of Governance and Audit Committee would be included in the report. • The report reflects previous wider consultations undertaken with somewhere in the region of 150 staff being part of a process helping to refine our framework for leadership team. It was acknowledged that there was always an opportunity to engage further staff, as the process was intuitive. • Audit Wales had recognised the substantial effort that had gone into creating the new structure and performance and monitoring framework whilst recognising that some work within the report was still in early implementation stages. • It had been ensured that the report reflected accurately on the collaborative efforts within the community, including both partnerships and initiatives undertaken by the council. There would be consideration of including Torfaen Member Champions in these collaborative efforts. 3.4 The Governance and Audit Committee agreed to: i. Review and comment on the draft Annual Self-Assessment and Well-being Report 2022/23. ii. Make any changes to the conclusions or actions the Council intends to take as result of undertaking the Self-Assessment exercise.
4.1 AK outlined the report and provided an update on Torfaen County Borough Council Detailed Audit Plan. 4.2 This had been the first year where two audit plans were presented for committee consideration. It was explained that this report was more robust than the previous audit plan presented. 4.3 AK explained that the report detailed the risks, which could be found on pages 74-76. Among these, there was a consistently raised significant risk, which was included as a standard report every year, while all other risks were not deemed significant. 14.1 The next meeting is scheduled to take place on 18.10.2023. 14.2 The meeting closed at 15:02.
Rhaid i gynghorwyr ddweud pan fydd ganddyn nhw gysylltiad personol â rhywbeth sy'n cael ei drafod, fel swydd, eiddo neu aelod o'r teulu. Mae buddiant sy'n rhagfarnu yn ddigon cryf i'r cynghorydd adael yr ystafell fel arfer a pheidio â chymryd rhan.
Caiff datganiadau eu darllen o'r cofnodion unwaith y byddan nhw wedi'u cyhoeddi.
Yn rhestru cynghorwyr presennol y cyngor yn unig. Nid yw aelodau cyfetholedig, swyddogion a chyn-gynghorwyr yn cael eu dangos.
