4.1 The minutes were confirmed as an accurate record.
5.1 The committee noted the action sheet.
6.1 The Director Corporate Services and Head of Democratic Services (DCS&HoDS) outlined the report which updated members on the results of the recent members satisfaction survey. 6.2 Discussion ensued and in summary, the following main points were noted: · The questions in the survey were developed by Democratic and Member Services and the Scrutiny Team and then presented to the Democratic Services committee for further refinement. Primarily they were questions that had been asked in the past however, the questions were adapted accordingly in line with any developments. · Tablets issued to members to replace paper copies of agendas had been restricted to ensure that they were used to access committee papers only. · With regards to some of the issues raised in the questionnaire, support was already in place but not utilised as well as it could be in some areas. · The action sheet contained a range of actions with a number of actions around scrutiny already being put into place prior to visioning where there had been an opportunity for members to receive Scrutiny Training. · Plans were in place for the actions categorised as red, however, it was for the committee to consider the suitability of these actions and to consider any additional actions that might improve the level of support for members in the future. · Every effort was made to involve outside agencies in scrutiny. For example, there had been a recent visit to a social enterprise and schools visits were also being planned. Any suggestions by members would be welcomed and the scrutiny team would make every effort to facilitate. · Reference was made to a recent event held at the Civic Centre and it was felt that improvements were required around how guests were welcomed into the civic centre. · Team members were thanked for their support and patience, particularly when dealing with IT issues. Special thanks were also conveyed to the scrutiny team for their work. · The decision to invite executive members to scrutiny was up to the chair of individual committees. Some scrutiny chairs had arrangements in place with executive members outside of scrutiny where relationships were being built. The scrutiny team would support scrutiny chairs in building upon this area in the coming year. · With regards to visioning sessions, briefing notes had been developed to offer an improved understanding of where the feeders were established and how scrutiny items were selected. All executive members were invited visioning sessions. · Meeting times, including Member Seminars, would be reviewed over the course of the year. It was recognised that having a diverse group of members with competing demands and responsibilities would result in inconsistencies with suitable meeting times for all. It was suggested that local arrangements with chairs of committees would be more effective than a ‘prescribed approach’. · The anonymised survey results were included as an Appendix to the report for openness and transparency, however, inappropriate comments were not shared. 6.3 The committee agreed to: (i) Note the feedback from the member satisfaction survey. (ii) Discuss the content of the Draft Action Plan attached as Appendix B and suggest additional activity that would strengthen the draft action plan and improve the level of member support in the future, and (iii) Agree that the Democratic Services Committee should regularly review the progress made delivering the Action Plan.
7.1 The date of the next meeting would be agreed in due course and members of the committee would be notified.
